MP makes world record for largest mass handwash ever

School students of Madhya Pradesh set a new world record on Global Handwashing Day in mass handwashing, leaving behind three other countries, Argentina, Peru and Mexico. In these three countries, 7,40,870 people had created this record by simultaneously washing hands at different places on October 14, 2011.
A state government communiqué released late on Wednesday evening confirmed that MP students alone had left them behind by setting a new record.
Till Wednesday evening, authorised information about handwashing by 13,46,045 students of state’s 14,429 schools had been registered.
The world record was set after students of 19,735 schools washed hands from 11 am to noon. The number is expected to be more as information from about five thousand schools was yet to come to the state headquarters.
For verification of setting Guinness Book of World Records, handwashing was video-graphed and recorded on mobile phones in 19,735 schools specially selected for this purpose.
Smt. Sharma said that uncut videography done at these schools and names of students participating in the event will be presented to Guinness Book of World Records, which will officially announce creation of new world record of handwashing after verification.
Large-scale arrangements were made for the state-wide event aimed at educating about sanitation to young generation and associating people with Swachhta Bharat Abhiyan.
The event was organised jointly by School Education, Panchayats & Rural Development and urban as well as rural bodies.
Four get 8-year jail term in 2010 explosives missing case

A local court on Wednesday awarded eight-year imprisonment to four persons, including a married couple, in a 2010 case related to disappearance of consignment of explosives transported from Rajasthan to Madhya Pradesh.
The court, presided by First Additional Sessions Judge Hridyesh, also imposed a fine of Rs 1 lakh each on the four convicts. The Judge, however, acquitted seven other accused for lack of evidence against them. The explosives loaded in trucks from Dholpur-based Rajasthan Explosives & Chemical Ltd Company (RECL) and to be delivered to a company near in Sagar had gone missing en route to its destination. The consignment was meant for Ganesh Explosives, based at Saderi village.
Following the disappearance, police lodged a case against 11 people, including Shivcharan Heda, a trader who deals in explosives, his wife Deepa, Jaikishan Aaswani, Devendra Thakur and RECL officials, the prosecution said.
The court found Shivcharan, Deepa, Aaswani and Thakur guilty under IPC sections 468 (forgery for the purpose of cheating) and relevant sections of Explosives Act, 1984, it said.
The judge awarded a total eight-year jail term each to the four under IPC and Explosives Act. All the sentences will run concurrently, the prosecution said.
HC notice to National Tiger Conservation Authority over delay in state tiger protection force

Madhya Pradesh High Court on Wednesday served notices to National Tiger Conservation Authority (NTCA), Govt of India and Govt of Madhya Pradesh; over yet to be formed State Tiger Protection Force (STPF).
The double bench of HC comprising chief justice AM Khanwilkar and Justice SS Khemkar served these notices on the petition filed by an environment activist Ajay Dubey.
Dubey’s counsel Siddharth Gupta told the HC that STPF was supposed to be formed in 2008 but nothing has been done till now.
The petitioner has presented the figures of tiger poaching witnessed over the years and the data included figures of tiger killed in Melghat (Maharashra) and Bandhavgarh (Madhya Pradesh).
The database included tiger poaching incident that took place close to the State capital.
The petitioner maintained that the NTCA has written to the State government on several occasions for forming the STPF but nothing happened.
The HC would take up the matter for hearing once again on November 26.
Congress leader Gufran-e-Azam expelled from party

Senior Congress leader Gufran-e-Azam was on Wednesday expelled from the party for indulging in anti-party activities."Gufran-e-Azam is being expelled from the party by the by All India Congress Committee (AICC) for indulging in anti-party activities and making unnecessary statements against the party leadership," state Congress' chief spokesman K K Mishra told reporters here.
Azam was indulging in these activities with an aim to directly benefit BJP, he alleged.
Recently, Azam had publicly criticised Congress President Sonia Gandhi and Vice-President Rahul Gandhi after the dismal performance of the party in the Lok Sabha and state Assembly elections.
Azam had questioned their leadership credentials and made statements against them publicly, Mishra said. However, terming his expulsion from the party as "dictatorship of Congress," Azam told reporters that he received information about it (expulsion) from the media.
He said by expelling him from the party without any evidence, proved that whatever charges he had levelled against the party leadership were true.
Azam said the decision was unjustified. He warned that he may go to court against the Congress' decision as according to the party's constitution, before expelling any member it is mandatory to issue a notice and seek reply from the person, but the same was not followed in his case.

The Chief Minister was speaking as the chief guest at centenary birthday function of Justice Shri Iyer organised by Justice Krishna Iyer Free Legal Aid Cell and Capital Foundation Society in New Delhi today. Haryana’s Governor Shri Kaptan Singh Solanki, Supreme Court’s Justice Shri A.K. Sikri, MP Sushri Meenakshi Lekhi and other luminaries of judicial system expressed their views about Justice Shri Krishna Iyer at the function.
Shri Chouhan said that social justice system is an important link of development and it is the duty of all to ensure that every section of society gets proper justice in time. In this context, Shri Chouhan gave a detailed account of the schemes being implemented in Madhya Pradesh for welfare of various sections of society. He reiterated his government’s comment to public welfare.
He also referred to convening of Panchayats of various sections of society and chalking out welfare schemes for them. The Chief Minister also informed about recently launched CM Helpline. Shri Chouhan said that it is the duty of the government to provide food, clothes, houses, education and medicines to every section of society and Madhya Pradesh government is discharging this duty well.
Administration, Municipal Corporation come together to make Indore garbage-free

District administration and Indore Municipal Corporation (IMC) on Monday reviewed the deteriorating sanitary condition of the city and took a decisions to ensure proper collection and disposal of garbage.
According to a report in Times of India, the district administration has directed Indore Municipal Corporation (IMC) officials to terminate sanitary workers who remain absent from work. To ensure proper disposal of garbage, the civic body would install global positioning system (GPS) on vehicles collecting and transporting garbage.
District collector has also come up with a toll-free helpline for people to REGISTER their complaints related to garbage collection and disposal.
The administration is also planning to start a drive using social networking sites connecting with youngsters to create awareness about cleanliness.
The collector also directed IMC officials to clean garbage bins across the city by 1pm on a daily basis and ensure cleanliness at least in 100 metre radius of the bins. To ensure compliance of the direction, zonal officers will have to send a sanitation report along with picture on mobile application WhatsApp directly to the collector.
"SDMs will supervise the sanitation works and they will take action against sanitary workers and civic official if they failed to main hygiene in their respective areas," Tripathi said.
To avoid garbage dump in open places, IMC will increase the number of garbage bins and repair damaged bins. It will issue notices to owner of open plots in colonies under section 133 of Public Health Act asking them to construct a boundary on their respective plots to avoid garbage dumps on open plots.
Despite having manpower of over 5,000 sanitary workers, IMC has failed to lift garbage on a regular basis leaving several localities in the city stinking. On directives of Indore bench of Madhya Pradesh high court, collector Akash Tripathi reviewed the situation only to find most of the sanitary workers remaining absent from their job. Even those on duty did not lift the garbage on a regular basis.
MP government to set up Rs 100 crore venture capital fund to help entrepreneurs

The Madhya Pradesh government on October 14 took a decision to create Rs 100 crore venture capital FUND to help new entrepreneurs."The decision to create Rs 100 crore venture capital FUND was taken by the state cabinet at its meeting chaired by Chief Minister Shivraj Singh Chouhan," an official release said.
The FUND will be created as per the rules of Securities and Exchange Board of India (SEBI) and in the beginning, the FUND will be provided to medium, small and micro entrepreneurs to set up their units, it said. The Directorate of Institutional Finance will appoint an advisor by adopting transparent means for the venture capital fund and handholding support of institutional arrangements.
"The fund will help new and talented entrepreneurs, who cannot set up innovation-based new enterprises due to lack of adequate share capital," it said. State's young entrepreneurs will get a share capital at local level. At present, they have to go to other states and metropolitan cities of the country to avail this facility.
The Cabinet also decided to endorse a scheme under PPP mode for construction of affordable houses for Economically Weaker Section (EWS) and Low Income Group (LIG) families. It also approved the guidelines issued for the scheme.
The area of the project on which houses are to be built will be transferred to concerning urban body at Rs 1 annual lease rent without any premium. Under the scheme, government land will be identified by concerning Town Development Authority and Special Area Development Authority for construction of houses.
The authority will apply to the Collector to transfer this land to them. A committee headed by the Collector will decide as to whether a proposed land is suitable for the project or not, it said. At divisional headquarters, the committee will be headed by the commissioner.
The Cabinet also approved seven per cent dearness allowance (DA) to government servants and pensioners with effect from July 1, 2014. With this, the state government servants' DA has become at par with 107 per cent DA of their counterparts in Central government.
The decision will entail FINANCIAL burden of Rs 705 crore on the exchequer during the current fiscal, it said. The Cabinet also took number of other decisions, including payment of pension as per Sixth Pay Commission to the employees of six universities of the state with effect from April 1, 2014 without any arrears and endorsing exemption to film 'Mardaani' from entertainment tax.
17-year-old girl allegedly shot dead by her spurned suitor

A spurned 'suitor' allegedly shot dead a 17-year-old girl on Monday evening when she was returning from a coaching class in Kasravad town in Madhya Pradesh's Khargone district, the police said here on Tuesday.
Police arrested three persons, including her spurned 'suitor', Sonu alias Aashiq Ali (23), Bunty Yoginath (22) and Lucky Sourabh Gupta (22) from Barwah town while another accused identified as Bhuru is still absconding, Khargone's Superintendent of Police (SP) Amit Singh told reporters here.
Singh said Aashiq Ali used to woo the girl who never responded to his overtures. He also used to visit her home quite frequently until her parents opposed it.
After they asked him not to visit their home, he got angry and purchased an illegal pistol for Rs 40,000 to kill her.
On Monday, all the accused consumed a lot of liquor. After they spotted her returning from coaching class, they allegedly pumped bullets into her head, killing her on the spot.
The SP has announced a reward of Rs 5,000 to the entire police team for solving the murder case in a very short time.

The Chief Minister directed that process should begin to create global talent pool of talented youths of the state. ORGANIC FARMING and products should be promoted. Under Mukhyamantri Yuva Udyami Yojana, 10 young entrepreneurs should be groomed in every district. Orders should be issued within time-limit regarding announcements for micro, small and medium industries. All departments should develop new work culture. He said that every department should chalk out an outline for creative programmes during Madhya Pradesh Foundation Day from November 1 to 7. The Chief Secretary will coordinate these programmes.
Every investor to get Unique Identification Code
Chief Secretary Shri Anthony de Sa gave a presentation on achievements of Global Investors Summit and follow-up action. He informed that 5,500 representatives from industry including 200 top industrialists took part in the summit. Besides, 107 industries associations and representatives of public sector undertakings and 2100 small and medium entrepreneurs also attended it. In the summit, 32 countries of 5 continents and 9 partner countries took part including 28 ambassadors and high commissioners. Total 3,177 investment proposals worth Rs. 6 lakh 89 thousand including 3,164 proposals worth Rs. 4 lakh 37 thousand crore through website and 13 proposals worth Rs. 2 lakh 52 thousand crore announced in the summit. The proposals pertain to 21 departments.
The Chief Secretary informed that every investor will be given a Unique Identification Code Number before October 31. Nodal officer of concerning department will contact investor and get prepared DPR of his project in November-December next. Following this, a combined application will be presented to TRIFAC, which has evolved a system for online monitoring and tracking of investment proposals. Of these, 99 proposals are worth over Rs. 500 crore each. A special officer each will be appointed for separate monitoring of these proposals. The Chief Secretary will undertake review every Thursday. Monthly report will also be presented before THE CABINET.

Madhya Pradesh: Man gets life term for raping friend's daughter

Ratlam: A special court on Tuesday awarded life imprisonment to a man for raping a nine-year-old daughter of his friend at Jaora town in the district last year. The sentence was awarded to Suresh alias Suraj Mali by special judge, SC/ST Act, BC Malaiya, under relevant sections of the Protection of Children from Sexual Offences Act (POCSO).
Ads by Plus-HD-V1.5c×The court also imposed a fine of Rs 2,000 on him for raping the minor on September 12, 2013. According to police, just before the incident took place, Mali and the victim's father were consuming liquor together at the latter's residence at late hours.
However, when their STOCK of liquor finished, the victim's father went to the market to purchase some, while Mali stayed back at his home. When the girl's father did not return for long time, his wife also went out in search of him, while their daughter was asleep at home. Taking advantage of the situation, Mali raped the girl.
Basmati can only grow in Pakistan, now neighbour challenges MP farmers over rice

After war between India and Pakistan over territories, it’s the rice growers of two rival countries who are at loggerheads over the Geographical Indication (GI) tag for Basmati rice, said a report.
The Lahore based Basmati Growers’ Association (BGA) has protested grant of GI tag to Madhya Pradesh for Basmati rice. The BGA has filed an appeal at the Chennai based Intellectual Property Appellate Board (IPAB) against the GI tag it had been seeking for a long time.
The BGA has contended that the aromatic variety of grain, grown in the specific area of Himalayan foothills in Pakistan, should be called true Basmati
The Pakistani entity has also cited the work of renowned Punjabi poet Syed Waris Shah to prove its case. Shah in its 1766 work ‘Heer’ has mentioned Basmati rice in those days in Punjab
State Principal Secretary (Agriculture), Dr Rajesh Rajora said that the government will have to fight the case against Agriculture and Processed Food Products Export Development Agency (APEDA), along with the Pakistani agency.
APEDA had earlier rejected MP’s claim that its rice growing areas deserved a GI tag.
CBI books vehicle factory official in graft case

CBI has registered a bribery case against an official of Vehicle Factory of Jabalpur and a private firm from Kanpur for alleged undue favours given in the supply of crucial components for military vehicles, a CBI spokesperson said here on Monday.
She said the agency has named a chargeman of Material Management Section of Vehicle Factory, Jabalpur, and proprietor of a private firm based at Kanpur in a case of alleged criminal conspiracy and provisions of Corruption Act.
"It is alleged that the public servant had entered into a criminal conspiracy with the proprietor of said private firm and showed undue favours in the matter of tenders/supply orders for the supply of material/spare parts by the said private firm," she said.
The spokesperson said the accused allegedly demanded an illegal gratification on different occasions and obtained Rs 46,000 from the proprietor of the firm.
"The cash amounts were deposited on different occasions at a bank in Kanpur by the proprietor of the said private firm through pay-in-slip for crediting in the saving account of the public servant," CBI alleged.
The spokesperson said searches were conducted at four places in Jabalpur and Kanpur at the residential and office premises of the public servant and proprietor of the private firm.
MP becomes first state to formulate policy for investment in defence manufacturing units

Madhya Pradesh has become the first state to formulate defence products INVESTMENTpolicy in the country. It is noteworthy that the Central Government has prepared guidelines for public undertakings to set up joint ventures for defence manufacturing units with private sector. In view of strong possibilities of investment in defence sector, the state government has formulated investment policy for defence products to investors investing Rs. 500 crore or more in these units.
Under the policy, land will be allotted on priority to such units. Concerning collector will provide upto 50 acre undeveloped government land at the rate of 25 percent price of unirrigated agriculture land on collector guideline rate. Concession of 75 percent will be given in current lease rent. Besides, vendor units of defence manufacturing plants will be allotted land on sub-lease. Facilities like mother units will be provided to vendor units of big industries if vendor units sell 75 percent of their products to mother units. Stamp duty will be reimbursed on purchase of closed, sick or acquired units for setting up defence manufacturing units.
INVESTMENT subsidy
Under the policy, 50 percent subsidy will be given on expenditure on power, water and road infrastructure to be created on undeveloped land by defence equipments manufacturing units. Units making permanent INVESTMENT of Rs. 500 crore will be exempted from entry tax and 2 years exemption from power tariff. They will be given benefits under investment promotion assistance scheme. Fifty percent or maximum Rs. 2 crore of expenditure on transport of imported machinery from seaport to venue will be given.
Through the policy, 100 acre land will be allotted on concessional rates to projects INVESTING Rs. 1000 crore or more. Road and power will be developed and made available by government. Besides, 100 percent reimbursement will be made on stamp duty and registration fee on registry of units to be set up in joint venture with Defence Ministry’s units.
Organic agriculture production in Madhya Pradesh rises to 5 lakh MT

As a result of state government’s efforts to promote organic farming in Madhya Pradesh, organic agriculture production in Madhya Pradesh has risen to 5 lakh MT. It is about 40 percent of country’s total organic production.
60 lakh employment opportunities possible
Cotton, wheat, food grains, fruits and vegetables are mainly produced through organic farming in the state. According to a study of ASSOCHAM, Madhya Pradesh has the potential of produce wealth of Rs. 23 thousand crore through organic farming. This can generate 60 lakh employment opportunities. In the state, 45 percent arable land is conducive to organic farming.
According to Agriculture and Agriculture Processed Food Export Development Authority (APEDA), only 88 kg per hectare non-organic fertilisers among NPK fertilisers are used in Madhya Pradesh, which is much less than 144 kg per hectare national average. In the state, 29 lakh hectare land has been found suitable for organic farming. The state government is promoting organic farming through programmes of village-to-village contact with farmers about bio-farming and benefits of organic farming. In Madhya Pradesh, 1565 villages are doing organic farming.
Future possibilities
Madhya Pradesh holds good possibilities for organic farming. Since Madhya Pradesh is the largest organic cotton producer, it has large-scale possibilities for producing organic textile products for Western countries. This will help textile companies and retail companies to export their organic products.
Due to increasing awareness towards environment and health, organic food industries is growing by 20 percent in India. This will provide better opportunities to companies associated with organic food grains including organic oil, food grains, juice, dairy products etc.
Trend of organic pharmacy stores has increased much in western countries and metropolitan cities of India. This has opened up new opportunities for pharma companies.
It is noteworthy that demand of organic products is increasing continuously in the world. Organic farming is being done in over 47 lakh hectare in India producing 12 lakh 40 thousand MT products. As many as 135 products are exported from India. Their total quantity is one lakh 94 thousand MT including 16 thousand 300 MT organic textiles. Organic products are mainly exported to America, European Union, Canada, Switzerland, Australia, New Zealand, South Asian Countries, Middle-East and South Africa. This includes 70 percent soybean, 6 percent food grains, 5 processed food products, 4 percent Basmati rice and remaining items include pulses, dry fruits, spices, sugar, tea etc.
In view of health hazards due to agriculture products grown using chemical fertilisers, demand of organic products is constantly increasing in the world. America is the biggest MARKET of organic food grains and beverages. On the contrary, maximum organic products are being produced in developing countries. Organic farming industries in the world is worth 63 billion US dollars.
In the last 9 months, social media misuse triggered tension 42 times in MP

Misuse of social media has led to tension in communally sensitive places 42 times in Madhya Pradesh between January and September 15 this year. Troublemakers in Dhar, Khandwa and other places misused social media, including WhatsApp and Facebook to trigger tension.
After an incident that triggered tension in Talaiyya in Bhopal earlier this week during Eid, police are holding an investigation. Officials said an FIR would be registered once investigations are over.
According to a report in Times of India, Among 42 incidents, maximum 14 incidents were reported in Indore zone, followed by 12 in Jabalpur zone, one in Bhopal, seven in Ujjain, two each in Gwalior, Shahdol and Balaghat and one in Hoshangabad zone. 39 people were arrested under sections of IPC and IT Act.
Additional director general of police (cyber cell) Ashok Dohare said the local police can register FIR in such incidents. Cyber cell provides technical assistance in finding out from where a message has originated from or been posted from.
Former director general of police Nandan Dubey has also issued orders few months ago to SPs of all districts to take prompt action against those using social media as a tool to spread rumours for disturbing communal harmony.
Two more incidents, one in Hanumanganj and another Tilajamalpura area, were witnessed in the city in the past one month where in misleading messages have sparked tension.

Delhi Mumbai Industrial Corridor (DMIC) passing through Madhya Pradesh is expected to boost industrial output and fate of Malwa region. According to a report published in TOI, the industrial corridor would cover Pithampur-Dhar-Mhow areas converting the region into industrial hub of central India.
Quoting Union minister of state for commerce Nirmala Sitharaman,the report states that with realisation of industrial corridor, the country would have the first largest industrial chunk of corridor in form of Pithampur-Dhar-Mhow.
Nirmala Sitharaman was in Indore to attend a function of Global Investors' Summit (GIS), also said that the Union government has included industrial areas of Sithapur and Morena to prevent any lopsided development of the state.

Farm Mechanization
A Yantradoot scheme is being implemented in the state to promote mechanization of agriculture as part of the efforts to reduce the cost and labour in farming. Besides, workshops would be set up in villages to provide training and FINANCIAL assistance to rural youths in repairing agricultural equipments and machines. Thousands of farmers have been benefited under Haldhar Yojana launched to encourage deep ploughing. Grant is also being provided to farmers to purchase bullock-carts to facilitate farmers and to encourage them for protection of cow family.

Madhya Pradesh: Woman held for pushing young girl into flesh trade

Indore: A woman, who was allegedly involved in human trafficking and pushing girls into flesh TRADE, has been arrested here, police said on Saturday. The woman, identified as Rani Sharma, was arrested last night from Khajrana area, Women Police Station In-charge, Jyoti Sharma said. According to police, the accused was absconding since last two-and-a-half months. Her husband Jitendra Sen alias Jitendra Sharma (30) was arrested by police on August 5.
A woman, identified as Roshni Kaul, had brought a 20-year-old woman, known to her, from Shahdol on the pretext of getting her a job in May. However, she allegedly sold her to Jitendra and Rani for Rs 1.5 lakh, who later pushed her into flesh TRADE.

Indore to get a 500-bed hospital as Medanta plans to invest Rs 700 crore in healthcare services

The healthcare SECTOR giant Medanta, a multi-speciality hospital group, announced their plan to launch a 500-bed hospital in Indore. The announcement was made on the sidelines of Global Investors Summit 2014.
The group has also evinced interest to set up its outpost at Jabalpur and Bhopal, says a report in Times of India.
Chairman and managing director of the group, Dr Naresh Trehan told the media that the group will INVEST Rs 500-Rs 700 crore to establish world class healthcare services in the city. He added that he sees great potential in Indore to provide the best healthcare facility, which was not available before and the state government has been requested to provide land to build the 500-bed hospital.
The hospital is to be equipped with best of infrastructure along with tele-medicine facility. In addtion, the patients will have access to doctors from New Delhi who will visit the city on fixed dates.
Medanta is ready to step-in in the city from November 1 with 180-bed hospital with emphasis on cardiology, neurology and ORTHOPEDICS.

The Narendra Modi-Shivraj Singh Chouhan poster war seems to have finally ended in Madhya Pradesh as huge hoardings and POSTERS OF him were put up in Indore during his visit at the Global Investors’ Summit.
According to a report published in TOI, an year ago, it would be hard to spot Narendra Modi, the party's then freshly anointed national campaign committee chairman in Madhya Pradesh BJP POSTERS. But on Thursday, when Modi as Prime Minister came to Indore to address the Global Investors' Summit, the huge hoardings and posters adorned only Narendra Modi while the size of Chouhan's face in the bill boards was reduced by a few inches.
The report says that the official residence of CM Shivraj Singh Chouhan also underwent a change recently as PM Modi's photographs DECORATED the walls. Chouhan has an office in the ground floor of his official residence where he now sits with Narendra Modi's photograph in the background.
This is in sharp contrast to the situation in July last year when Chouhan embarked on his 60-day pre-assembly election road-show called Jan Ashirwad Yatra. Narendra Modi who was anointed the BJP's national election campaign chairman in June had gone conspicuously missing from all BJP posters in the state. The chief minister travelled and addressed public meetings in 229 of the 230 total assembly seats in the state without a single POSTER OF Modi.
State BJP party POSTERS in Madhya Pradesh during the Jan Ashirwad Yatra displayed PHOTOGRAPHS of party patriarchs and leaders from Atal Behari Vajpayee, Advani, Rajnath Singh, Sushma Swaraj to even Ananth Kumar and state party president Narendra Singh Tomar. Chouhan was obviously the man of the hour and the main displayed face in the hoardings. It hit national headlines as the poster war depicted a unique power tussle within the BJP between the LK Advani camp and Narendra Modi.
The report suggests that the sudden change in state BJP posters came after newly inducted BJP national president Amit Shah, known to be the prime Minister's closest aide, elevated Chouhan to the BJP Parliamentary Board on August 27 and also included him in the party national election committee. This was not the first time that Chouhan was part of the BJP highest decision making body. He was secretary of the BJP Parliamentary Board in 2004.
But his reappointment to the Parliamentary Board started an unexpected warming-up in the Modi-Chouhan poster war. Chouhan who repeatedly reminded the media not to compare him to Narendra Modi all through 2013, is now all praise for the Prime Minister. Before any other chief minister can adopt Modi's economic or social reform policies, Chouhan jumps at the first opportunity. Modi launched the `Make in India' campaign, Chouhan followed with an immediate announcement of `Make in Madhya Pradesh'. One week after the Union government started the Jan Dhan Yojana, Madhya Pradesh recorded opening 13.85 lakh new accounts under the scheme. The Prime Minister declared foreign direct INVESTMENT in defence productions, Chouhan got Union minister Ravi Shankar Prasad to lay foundation stones for electronics manufacturing clusters which would produce microchips for defence engineering.
On Thursday, Modi described Chouhan as a great oractor and praised him for the development of Madhya Pradesh while Chouhan praised the PM in every second sentence he spoke. Former chief minister Digvijaya Singh had once told reporters, "There are no permanent friends and foes in politics." That observation must be true.

Kailash Satyarthi's organisation 'Bachpan Bachao Andolan' has freed over 80,000 children.
"An honour for my fellow Indians, thankful to those who supported me. Something which had started in India has now gone global," Kailash Satyarthi said while talking to Network 18.
"Showing great personal courage, Kailash Satyarthi, maintaining Gandhi’s tradition, has headed various forms of protests and demonstrations, all peaceful, focusing on the grave exploitation of children for financial gain," the Norwegian Nobel Committee said in its official release.
"He has also contributed to the development of important international conventions on children’s rights," the committee added.

RIL to complete Rs 20,000 crore investment in Madhya Pradesh by March 2016

Indore: RELIANCE Industries Chairman Mukesh Ambani on Thursday said that his group will complete Rs 20,000 crore INVESTMENT programme in Madhya Pradesh by March 2016. "We are in the midst of a major INVESTMENT programme in MP which ends in the next 18 months. We are investing cumulatively Rs 20,000 crore... We will then re-engage," he said while addressing the Global Investors' Summit.
Ambani also indicated that his group will invest similar amounts across sectors like energy and retail, after the present round of INVESTMENTS are completed.
"Our major INVESTMENT is in coal bed methane which is bringing in energy with technology. We are also investing in retail business," the RIL chief said, adding that the group provides employment opportunities to a large number of people in the state.
He said that "after a long time" India is on a resurgent path to growth. "For me RELIANCE is more than business, it stands for a commitment to India. We are dedicated to making India and also MP one of the most prosperous and developed areas in the world," said Ambani, the country's richest man.

Chief Minister Shri Shivraj Singh Chouhan informed at the concluding session of Global Investors Summit at Indore today that INVESTMENT proposals of Rs. 6 lakh 89 crore have been made during the summit. He said that every possible effort will be made to make Madhya Pradesh the driving force of country’s economy. The next Global Investors Summit will be held at Indore from October 19 to 21, 2016. At the session, the Union Ministers endowed thousands of crores proposals for Madhya Pradesh.
Chief Minister Shri Chouhan said that a roadmap will be chalked out on the basis of INVESTMENT proposals received at the summit. MP to become one lakh crore’s petrochemical INVESTMENT region
Union Minister for Chemicals & Fertilisers Shri Ananth Kumar said that Madhya Pradesh will become focal point of industrial development in the country. He announced that the Central Government will develop Petrochemical Petro Investment Region costing Rs. one lakh crore in Bina refinery area. First landlock petrochemical complex of the country will be developed near Bina. Bina refinery’s capacity will be increased from 6 million tonnes to 8 million tonnes. BPCL will INVEST Rs. 25 thousand crore in it. Later, the capacity will be increased to 15 million tonnes. Gas Authority of India will develop a gas grid in Madhya Pradesh with an investment of Rs. 10 thousand crore. Plastic Park will be developed in Mandideep and Polymer Park in Gwalior. National Institute of Pharma Education and Researh will establish Centre of Excellence at Bhopal.
Union Minister for Steel and Mines Shri Narendra Singh Tomar said that concept of integrated and balanced development has been concretised in Madhya Pradesh. He said that public sector undertaking SAIL is assessing deposits of 50 million tonne iron ore in Madhya Pradesh. Rs. 1500 crore will be invested in its pilot project. If upto 140 million tonne iron ore deposits are assessed then a steel plant costing Rs. 12 thousand crore will be established. NALCO will invest Rs. 6 thousand crore in aluminium refinery in bauxite reserve area. HCL will invest Rs. 100 crore for solar energy and MOIL will invest Rs. 250 crore for manganese plant. Similarly, NMDC will invest Rs. 1000 crore for diamond mining in Tikamgarh. In next 3 years, NMDC will complete survey of geo-chemicals and geo-mining in Madhya Pradesh. For coal block based power plants, NALCO will invest Rs. 19 thousand crore and NMDC Rs. 3 thousand crore.
Union Minister for Social Justice Shri Thawarchand Gehlot said that National Mental Treatment and Rehabilitation Centre costing Rs. 50 crore is being established in Madhya Pradesh. Composite Regional Centres for disabled and Disabled Rehabilitation Centres have been sanctioned for all districts. One Regional Centre each will be established at all divisional headquarters. He said that it has been provisioned that 2 percent net profit of industrial institutions will be given towards corporate social responsibility.
60 projects get environmental clearance in 120 days
Union Minister of State for Forests and Environment Shri Prakash Javadekar said that clearance has been given to 60 projects of all sectors in last 120 days. These projects include power, irrigation and mining. His department has simplified process for giving environmental clearance. For this, online arrangements have been made. Process for giving sanctions for power transmission lines, irrigation pipeline, roads and linear projects of railway has also been decentralised. He said that there will simultaneous development and environmental conservation in the country.
MP a model state for others
Union Minister of State for Coal and Energy Shri Piyush Goyal said that development model of Madhya Pradesh is an example for other states. He informed that NTPC has maximum capital investment of Rs. 75 thousand crore in Madhya Pradesh. NTPC is setting up a power plant of 1320 MW at Gadarwara. Process for 2 other power plants has also got underway. Rs. 50 thousand crore will be INVESTED in renewable energy sector in Madhya Pradesh. Public undertakings of Union Energy Ministry will construct toilets costing Rs. 125 crore in 12 thousand 477 schools in Madhya Pradesh under the Swachh Bharat Abhiyan. Besides, additional Rs. 300 crore will be spent under corporate-social responsibility.
Union Minister of State for Commerce & Industries Smt. Nirmala Sitaraman said that the biggest industrial hub will be developed in Pithampur-Dhar-Mhow area under Delhi-Mumbai Industrial Corridor in Madhya Pradesh. Under the same project, Smart Industrial City will be constructed near Ujjain. Food processing plants will be set up for value addition in agriculture sector in Madhya Pradesh. For this, the Central government will work in tandem with the state government. Foreign equity flow is increasing rapidly in Madhya Pradesh.

Industrialists present at the function shared their experiences and informed about their INVESTMENT schemes in Madhya Pradesh. Shri Jaiprakash of J.P. Prime Minister Shri Modi said that employment to youths is the top priority of the country now. Employment opportunities should be generated by attaching equal importance of all three sectors including construction, agriculture and service. Through Make in India, we have assured the world that India has immense possibilities and that the country should not be regarded as mere MARKET. INVESTMENT in India is necessary since when it develops, its purchasing power will increase and market will also expand. Development process can be accelerated if the Centre has exact knowledge about state’s capability, priorities and resources. There would be no employment problem if mapping of entire India’s skills is done. Giving an example, he said that India needs lakhs of drivers at present. Drivers of better quality can be made available by establishing driving institutes under PPP mode. We should undertake micro planning keeping in view ground realities. Education world has not yet been included in the planning for country’s development, which has caused loss. It is necessary that education world, government experts, fiscal experts and investors sit together and consider requirements for moving the country forward. All these 4 spheres should work towards development. Presently, the world is poised to invest in India and here lies opportunity for states. Whoever is ready, will get its benefit. Railway has the power to accelerate pace of Indian economy. The Central Government is working towards this. Development of Railways will increase employment opportunities, he added.

Priority should be attached to those manufacturing sectors, which have export possibilities. Madhya Pradesh is the state which has constructed industrial infrastructure side by side agriculture. Now, self-declaration and only one return will be required from industries. Procedures of Pollution Control Board and Food & Drug Controller have also been simplified. India’s top industrialist Shri Mukesh Ambani said in his address that RELIANCE Group will INVEST Rs. 20 thousand crore in the state in next one and half years and his younger brother Anil Ambani’s RELIANCE ADA Group has assured to increase present investment in Madhya Pradesh from Rs. 30 thousand crore to Rs. 60 thousand crore.
Godrej Group’s Chairman Shri Adi Godrej said that every work of industrial world is done easily and smoothly in Madhya Pradesh. He has been industrially associated with Madhya Pradesh for over 27 years. The way the present state government is giving facilities to industrial world will benefit entire state, he added.
Reliance ADA Group’s Chairman Shri Anil Ambani is attending Global Investors Summit in Madhya Pradesh for consecutive 4th year. Specially referring to leadership of Chief Minister Shri Shivraj Singh Chouhan, state’s transparent administrative machinery and industry-friendly policies, he said that his group will INVEST Rs. 30 thousand crore more by year 2020 in coal, power, cement and telecom sectors. At present, his company’s investment is Rs. 30 thousand crore in the state, which will be doubled in coming years.

TATA Group’s Chairman Shri Cyrus Mistry said that Tata Consultancy Services, Indore will provide jobs to 10 thousand youths. He talked about expansion of Tata International at Dewas and establish food packaging unit in Vidisha, skill training centre at Dewas and cooperate in BRTS at Jabalpur and Ujjain. He desired to establish driver-mechanic training centre at Bhopal. He said that Tata Group is committed to investing in Madhya Pradesh.

New & Renewable Energy Minister Shri Rajendra Shukla said that Madhya Pradesh is emerging as the new power hub in renewable energy sector. He said that in view of deteriorating environment, consumers should be supplied domestic electricity through renewable energy. He said that the state government has made concrete arrangements to promote generation of power through renewable sources. Shri Shukla specially urged investors to invest in solar energy sector. Shri Shukla was addressing a sectoral seminar on “Solar Power in MP” during Global Investors Summit at Indore today.
Minister Shri Shukla said that solar power generation capacity in the state is 356 MW in year 2014, which will increase to 2654 MW in year 2017. Shri Shukla informed that conditions of solar energy generation are conducive in Madhya Pradesh. Solar radiation in the state is 6.2 KWH per square meter during 300 days a year.
The Renewable Energy Minister informed that solar power projects are operating in Neemuch, Shajapur, Dhar, Mandsaur, Ratlam, Rewa, Khandwa, Sheopur Kalan, Rajgarh and Guna districts. He informed that 20 thousand hectare land has been identified for solar power. Shri Shukla said that world’s first ultra mega solar power plant is being set up in Rewa, which will generate 750 MW power. He informed that country’s biggest 130 MW solar plant is being established in Neemuch district.
Additional Chief Secretary Renewable Energy Shri S.R. Mohanthy informed that Bhopal, Indore, Gwalior, Rewa and Jabalpur in Madhya Pradesh are being developed as Solar Cities. He informed that the Central Government has assigned work to Madhya Pradesh to install 50 thousand solar pumps.

The Indian Army has already set up 3 Old Age Homes for Ex-Servicemen at Lucknow, Chandigarh and Pune and another Old Age Home will be set up in Bhopal. Pension Adalat in Bhopal will conducted soon to solve the problems of ESM. He appealed the Chief Minister of MP to allot land for constructing a colony exclusively for Ex-Servicemen and also to provide jobs to ESM in State Government. The Southern Command of Indian Army has done a commendable service by providing boats and manpower in rescue and relief operations in the flood affected regions of Jammu and Kashmir.

He assured that a suitable land will also be provided for construction of hostels and Old Age Homes for dependants of Ex-Servicemen. More power supplied on Navratri this year

As compared to last year, one and half times more power was supplied on Navratri and Vijayadashami this year. This could be achieved through supply of power from MP Power Management Company Limited’s thermal and hydel power plants, Central Sector and other sources.
On Panchami during Navratri, record 1788 lakh units of power was supplied on September 29 and 567 lakh units more everyday during the festival. On Navratri’s Tritiya September 27, maximum demand of 8,238 MW power was successfully met. Principal Secretary Energy Shri I.C.P. Kesari and company’s Managing Director Shri Manu Shrivastava have congratulated engineers and employees for this.

NOW RURAL DEVELOPMENT DEPARTMENT TO CONSTRUCT SMALL ROADS

The Chief Minister Shri Shivraj Singh Chouhan has said that the responsibility of construction of 8-10 km long roads would be transferred from public works department to rural development department. These include roads under PMGSY, Mukhya Mantri Gram Sadak Yojana and Khet-Sadak Yojana. He directed to pay special attention to quality of roads.
Shri Chouhan undertook review of rural development department at Mantralaya here today. He directed to take up the work in a planned way right away to connect all villages to roads by year 2018. He informed that all the MLAs have been asked to prepare a development vision for their respective constituencies. These visions would be handed over to the rural development department to facilitate prioritization of roads and other works.
Shri Chouhan directed to hold conventions of women self-help groups on one day between November 1 and 7. The meeting was informed that a draft policy has been formulated for complete maintenance of rural roads which would be presented before the cabinet for a decision.
The Chief Minister had a word of praise for most efficient implementation of PMGSY by Madhya Pradesh in the country. He said that the central government would be urged to cover the roads left out under the scheme. He stressed the need for regular inspection of long roads in rural areas and ensuring quality of construction. He directed to prepare new proposals for the second phase of PMGSY.
The Chief Minister directed to hold discussion with concerning officers about the proposal forwarded to the World Bank for financial assistance for asphaltation of roads being constructed under Mukhyma Mantri Gramin Sadak Yojana.. He also directed to inspire the youths to derive benefit from Mukhya Mantri Yuva Contractor Yojana in construction works being carried out in rural areas. He also directed to include road rollers in the Custom Hiring Centre scheme.
While reviewing progress of Mukhya Mantri Gramin Awas Mission, Shri Chouhan said that the banks demand land right book from the beneficiaries. Outline should be prepared for a campaign to provide these books to farmers. He directed for online review of the status of the cases forwarded to banks. He also asked for developing a mechanism to get feed back from the beneficiaries.
Reviewing the preparations for Swachh Bharat Abhiyan the Chief Minister directed for vediography of all the constructive activities to be carried out between October 2 and 19 and the special gram sabha meetings to be held on October 2. He directed to provide toilet facility in all the schools within a year.

Bhopal Sub Area of Indian Army will be organising Ex-Servicemen Rally at 3 EME Center , Bairagarh , Bhopal on 28th September 2014. Brigadier Sanjay Chawla , Station Commander of Bhopal Sub- Area has addressed the media. He informed that Mr. Shivraj Singh Chouhan, Chief Minister of Madhya Pradesh will be the Chief Guest of the occasion . The rally will be conducted under the aegis of Major General DM Cariappa, General Officer Commanding , Bhopal Sub- Area. The rally will serve as a platform of interaction between the Ex- Servicemen/Veer Naari/ dependents of Ex- Serviceman with civil administration and army. The Ex- Serviceman can resolve civil problems faced by them in the rally . Ex- Servicemen of Bhopal and neighbouring districts will be participating in the rally.

Two sanitation workers die after inhaling poisonous gas

Two sanitation workers died and as many others are in serious condition after they reportedly inhaled some poisonous gas while cleaning a sewage tank in Shivpuri on Sunday, police said.
"The incident occurred in Saispura locality where one Vishnu Batham had called the sanitation workers for cleaning his sewage tank," Kotwali police station incharge RKS Rathore told reporters.
According to police, the workers, identified as Rajendra Valmiki (28), Deepak Dataram (25) and Balmukund Khare (40) entered into the chamber wih a ladder, but Valmiki and Dataram died soon after, apparently after inhaling some poisonous gas. However, Khare came out and ran for safety but fell on ground before becoming unconscious.
"Another worker, identified as Kalyan Valmiki (32), then tried to enter the chamber in search of his two colleagues but he too became unconscious," Rathore said, adding that both Khare and Valmiki were rushed to district hospital and are in serious condition.
Meanwhile, enraged over the incident, sanitation workers created a ruckus at Batham's house following which he, along with his family, fled for safety. Though these four sanitation workers were daily wagers with the local civic body, it's Chief Municipal Officer Ashok Rawat said that they have not taken any formal permission from the concerned department to carry out the job and were doing it privately.
"Normally, civic body provides vacuum cleaner for clearing sewage chambers," he said.
No objection to GST: Madhya Pradesh CM

Madhya Pradesh has no objection to the implementation of the Goods and Services Tax (GST) in the country, Chief Minister Shivraj Singh Chouhan said here today. "We were never against GST. We have put forth our stand on a GST structure through which states were to face losses in state taxes. The (central) government will find a solution to that... There is no objection to it (GST)," Chouhan told PTI here today.
Madhya Pradesh has been demanding a mechanism for full CST (Central Sales Tax) compensation.The previous UPA government had accused the BJP-ruled states of Gujarat and Madhya Pradesh of stalling progress on the GST regime.
GST is considered to be a very significant step in the field of indirect tax reforms in the country which would amalgamate a large number of central and state taxes into a single tax.
GST would replace central excise duty and service tax and subsume state VAT, Central Sales Tax and luxury tax, among others.
The idea of moving towards GST was first mooted by the then Finance Minister P Chidambaram in his budget for 2006-07. Initially, it was proposed that GST would be introduced by April 1, 2010. However, several deadlines have been missed and it is yet to be rolled out.

The decisions taken at today’s meeting for facilitating established and to-be-established industries in the state will prove to be a milestone for success of Global Investors Summit scheduled from October 8 to 10 at Indore.
Special Working Group’s meeting at Bhopal on September 30
A Joint Working Group to be coordinated by Chief Secretary Shri Anthony de Sa has been set up with officers of Union Ministry of Chemicals & Fertilisers, Ministry of Steel; and Ministry of Petroleum and Natural Gas. The group will hold its meeting at Bhopal on September 30. Representatives of SAIL and GAIL are also included in the group.
Discussions on piped cooking gas in Bhopal’s homes
The meeting also confabulated on piped cooking gas supply in Bhopal’s homes and establishment of fertiliser plans in Madhya Pradesh, steel plant, national level pharmacy education & research institute, increasing production of Bina-Oman refinery, increasing annual capacity of plastic science-related training institute from 4000 to 7000 and establishment of polymer park. It is noteworthy that cent percent students of plastic science-related training institute get jobs.
The meeting decided to increase capacity of Bina oil refinery in the first phase from 6000 to 8000 MMTPA for easy availability of petro chemicals in Madhya Pradesh. It will accelerate pace of industrialisation in the state.
Jabalpur to have gas-based fertiliser plant
In view of Madhya Pradesh’s record 24.99 percent agriculture growth rate, the meeting stressed the need for establishing a fertiliser plant in the state. In this direction, GAIL has decided to establish a gas-based fertiliser plant from Surat-Paradeep gas pipeline in Jabalpur.
Establishment of NIPER considered
The meeting considered establishment of National Institute of Pharmaceutical Education and Research (NIPER) at Bhopal on the lines of IIT. Land for it being selected at Bhopal.
Chhatarpur to have steel plant
The meeting directed SAIL to ensure suitable action for establishment of a steel plant at Chhatarpur in view of availability of quality iron ore there.
Polymer Park at Gwalior
A polymer park was also proposed to be set up near Gwalior. The best quality manganese in the world is found in Balaghat district. The meeting stressed the need for increasing its production and value addition.
Students will not have to visit Bhopal for works related to RGPV

Students will not have to visit Bhopal for works related to Rajiv Gandhi Proudyogiki Vishwavidyalaya now. University is going to set up its zonal centres at 6 divisional headquarters including Indore, Jabalpur, Gwalior, Rewa, Sagar and Ujjain where RGPV-related works of students will be done within time limit.
Higher and Technical Education Minister Shri Umashankar Gupta will inaugurate zonal centre at Indore on September 26 and Gwalior on October 5. He has directed to provide adequate staff and facilities at all centres.
Works of zonal centres
Students will be able to move application at a zonal centre for issuance of provisional degree, migration certificate, duplicate migration certificate, duplicate marksheet and rectification of name. The zonal centre will scan the application and e-mail it to university’s concerning branch. The university will send back required information within time-limit to concerning centre, which will in turn provide the information to concerning student within time-limit.
Service charter
A time-limit of 15 days has been set for issuance of provisional degree, migration certificate, duplicate migration certificate and duplicate marksheet and 2 days for rectification of name.
The regional centre will also provide information about online class, new schemes, PhD, exam results, placement, sports and other activities related to syllabus. The centre will also do other works like paper distribution, appointment of observer, flying squad etc.
322 new government-private ITIs set up in state in one decade

In view of rapid industrialisation in the state, the state government is attaching top priority to raise technically trained manpower for industries. For accomplishing this work in better way, Vocational Education and Training Council has been constituted. Besides, for effective skill development of youths, 322 government and private ITIs have been established during last one decade. Their number was just 177 in year 2003.
135 skill development centres also set up
For imparting training to youths as per needs of industires, 135 skill development centres have been established in the state where training in 23 different trades is imparted. At every centre, training is imparted in 4 subjects on completion of which scholarships are also given.
The state government has also paid attention to increasing number of ITIs. In year 2003, there were 151 government and 26 private ITIs. In year 2014, their number has increased to 187 and 312, respectively. Admission capacity of ITIs has increased from 15 thousand 157 in year 2003 to 61 thousand 982 in year 2014. Number of trades in 36 institutes has increased to 65 and seats have increased by 1816. New trades of turner, machinist, multimedia, animation & special effects, computer operator & programming assistant, computer hardware, hospitality housekeeping, marketing executive, architect assistance etc. have been introduced. Training programme named employability skill will be included in all trades of ITIs. Teaching polytechnic and ITI courses is being promoted in engineering colleges as per requirement of industries.
265 higher education institutions established in 5 years
As many as 70 new technical institutions, 30 medical colleges and 165 paramedical colleges have been established in the state during last 5 years. Admission capacity in BE, MCA, Pharma and Engineering has increased from 43 thousand in year 2007 to 1.50 lakh in year 2014. Institutions like Indian Institute of Management, Indian Institute of Technology, MANIT, National Institute of Fashion Technology, Design & Manufacturing, School of Planning & Architecture, Indian Institute of Information Technology exist in the state. Besides, 20 new universities will also be set up in the state. Of these, foundation stones have been laid for Symbiosys International University and Narsee Monji University.
Inspire Awards’ National Science Exhibition in New Delhi from October 6 to 8

Three-day Inspire Awards’ National Science Exhibition will be held in New Delhi from October 6 to 8. The state government has issued directives to all Divisional Joint Directors, Public Instructions regarding participation of students and teachers in the event.
Every Divisional Joint Director along with nominated Assistant Director/In-charge Officer, one teacher and one lady teacher and all participating students of the division will reach New Delhi on October 5. After conclusion of the event on October 8, they will return to their respective districts. Directorate of Public Instructions will ensure railway reservation of selected students and staff. Their lodging and boarding arrangements will be made at Madhyanachal Bhavan.
The selected students will be handed over by their school teacher to team in-charge of office of the Divisional Joint Director on October 4 who will also ensure their return home on October 9. In-charge officers have been asked to hand over attested passport size photographs of selected students and information about date of birth, class, father, teacher, name of school etc. by September 26.
As many as 115 students of the state have been selected for this event including 14 from Bhopal division, Gwalior 17, Indore 15, Rewa 7, Jabalpur 31, Sagar 9, Ujjain 16 and 6 students have been selected from Narmadapuram division.
No other person than division-wise selected students, teachers, Assistant Directors/In-charge Officers can take part in the competition. Students and teachers have been asked to carry their original identity cards, certificates and proofs.
It is noteworthy that Inspire Award is an investment made in youths, which promotes science study and research. Its objective is to sow the seeds of science in children and develop scientific temper in them.

It is noteworthy that maximum 8 players of Madhya Pradesh Water Sports Academy have been selected in the Indian team for the 17th Asian Games to be held at Incheon in South Korea. Players have been coached for the last 5 months at Bhopal by German coach Shri Henery Kossack and Indian coach Shri Mayank Thakur. Indian team for Asian games comprises 5 male and female kayesprints each, 5 male canoesprints, 2 male canoeslaloms and 3 female canoeslaloms.
EC officers to visit Madhya Pradesh
To take stock of summary revision of electoral rolls and voters’ camps

Election Commission’s Under Secretary Shri Suman Das and other officers will visit Bhopal on September 22. They will reach office of the Chief Electoral Officer at 10.30 am where they will elicit information about summary revision of electoral rolls. They will also inspect state level voters facilitation centre at the CEO office. Later, Shri Suman Das will take stock of voters camp at BHEL’s Kasturba Hospital at 11 am and training programme at medical college at 12 noon.
Shri Suman Das and other officers will inspect training programme at Sonkachh tahsil in Dewas district at 4 pm. On September 23, they will inspect training programme of officers related to electoral rolls at Ujjain and Indore. Commission’s Under Secretary will leave Bhopal for Delhi on September 23.

Commerce and Industries Minister Smt. Yashodhara Raje Scindia inaugurated 17th grand bonsai exhibition and workshop at Hotel Palash here today. She said that artistry is the amalgam of hard work, beauty and gentleness. Smt. Scindia said that art has no geographical boundaries. Any art’s significance lies in its ability to refine tastes of viewers and listeners and to transport them to higher planes of consciousness. President of Indian Bonsai Society (Mumbai) Smt. Sneh Prasad, Founder Muscat of Bonsai Chapter Smt. Devyani Sampat and Bonsai Club Bhopal’s President Dr. Mamta Misra were also present on the occasion.
Bonsai Club Bhopal’s President Dr. Mamta Misra informed that two sessions each will be held on both days. In the first session on the first day, Shri Shrikant Gadgil will display Mame bonsai from 11 am to 1.30 pm. In the second session from 2.30 to 5 pm, Smt. Jyoti Pandya will display forest and driftwood plantations.
In the first session on the second day from 11 am to 1.30 pm, an interactive session on exhibits will be held. Smt. Sneh Prasad will prominently take part in the session. In the second session, Smt. Pandya will give expert tips from 2.30 to 5 pm.

BJP MLA Usha Thakur blames Muslims for half recital of ‘Vande Matram’

Just a few days after giving a controversial statement saying Muslim men should not be allowed to enter garba venues, BJP MLA in Madhya Pradesh Usha Thakur has sparked another controversy.
This time she said, that it is because of Muslims that complete version of 'Vande Mataram' cannot be sung. According to Thakur, the song mentions Goddess Durga, but keeping in mind the sentiments of the Muslims, only 2 paragraphs of 'Vande Mataram' are sung, even though the song consists of 5 paragraphs, says a report in Bhaskar.
The 48-year old Thakur is the Vice President of BJP and in-charge of cultural wing in Indore.
Earlier, she had asked party workers to ensure that Muslim youth are not allowed to enter garba venues in her constituency, Indore (3), during the upcoming annual Navdurga festival. She linked 'love jihad' to participation of Muslim youth in garbas saying that this event could be used by Muslim youths to lure Hindu girls in order to get them to convert to Islam.
ED seizes land, flat belonging to terminated MP IAS couple

Enforcement Directorate seized an over 110-acre land and a flat belonging to terminated IAS couple Arvind and Tinoo Joshi here on Friday. The land is situated in five districts of Bhopal, Umaria, Raisen, Sehore and Balaghat districts of Madhya Pradesh.
The terminated IAS couple allegedly purchased these lands in the name of Harsh Kohli, Seemant Kohli and other names to convert black money into white money, an ED official said.
Their 610-sq foot flat is situated in Patel Nagar area of Bhopal which was also purchased in the name of some other persons.
The case was registered against the Joshi couple by ED in 2011 under Prevention of Money Laundering Act (PMLA).
Income-Tax authorities raided the couple's official residence in 2010 and recovered over Rs 3 crore of unaccounted cash, besides other properties.
The couple was terminated from the service in July this year.
22-hour power cut in Ujjain after man climbs an electric tower

Dozens of villages around Kithoda Rao in Ujjain district were forced spend a whole night in the dark as a mentally challenged person climbed on the tower which ensures supply through high tension line in Narwar police station area on the intervening night of Thursday and Friday.
It took 22-hour marathon efforts from joint team of power distribution company and local police to bring the man down. The supply line in the area was discontinued for this duration.
On the basis of an identity card recovered from man’s pocket, he was identified as Gowardha (50) S/o Jagannath, resident of village Mohankhedi in Shajapur district.
Gowardhan has scaled the tower at 10 am on Thursday and remained there for almost 22 hours despite hectic efforts from the locals, power company employees and police.
Power company employees along with police reached the spot on Friday morning but Gowardhan would not come down.
TI Sukhram Bagwaiya said that Gowardhan was shouting and pelting stones on those who tried to climb the tower but the team somehow managed to bring him down forcefully at around 8 am on Friday.
The man was taken to Narwar primary health centre for treatment. The police searched him and informed his family on the basis of documents received in his pocket.
His father Jaghannath and other family members reached the spot and told the police that Gowardhan is mentally unstable.
The locals of the nearby villages heaved a sigh of relief as the man was brought down and the power supply was restored.
Chief Secretary reviews preparations for sectoral seminars

The Chief Secretary held discussions with Secretaries and Principal Secretaries on presentations to be made and groups discussions to be held. As many as 36 sectoral seminars are proposed during summit from October 8 to 10.
The Chief Secretary directed to make impressive account of Madhya Pradesh’s current situation and specialities in skill development, tourism, warehousing, renewable energy, health etc. and future possibilities. The meeting was informed that apart from ministers and officers of the state, senior Secretaries of the Union government and subject experts will also give presentations.

4-lane work of Sidhi-Singrauli National Highway should be completed early

Energy Minister and in-charge of Singrauli district Shri Rajendra Shukla has said that 4-lane work of Sidhi-Singrauli National Highway should be completed early. He directed to pass land awards within time-limit. Shri Shukla was addressing a meeting of District Planning Committee at Singrauli today. The meeting also passed proposal for establishing a grand statue of Swami Vivekananda at Singrauli. MP Smt. Reeti Pathak, MLAs Sarvshri Ramlallu Bais, Rajendra Meshram, Smt. Video of legislator wiping hands with ex-BJP MP’s sari on stage goes viral

A local legislator was seen wiping his soiled fingers with a former BJP parliamentarian’s sari in a video which went viral on social media on Thursday. According to a report in Hindustan Times, with a smirk on his face, Independent MLA Dinesh Rai wiped his fingers with Nita Pateria's sari, on the stage during a programme for farmers on Tuesday in his constituency Seoni, about 344 km east from Bhopal.
While, his act left other politicians on the stage amused, Pateria failed to notice what went behind her back.
Later, the photograph and the video clip of the MLA’s strange act went viral on WhatsApp.
Rai, however, told local journalists that it was just a 'harmless joke' as he had a 'devar-bhabhi' relationship with Pateria. Later, the former MP came to know about the prank and asked the legislator to act decently. Sources said the legislator apologised to her privately, explaining that he didn’t mean any harm.
The Kotwali police recorded Pateria’s statement on the basis of the complaint made by the BJP workers.
Surendra Singh likely to be next DGP

Senior IPS officer Surendra Singh was on Thursday appointed as OSD at the Police Head Quarters, which paved his way to become the next Director General of Police of Madhya Pradesh.
Singh will succeed current DGP Nandan Dube, who will be retiring from the service on September 30, a senior official said.
Prior to today's appointment, Surendra Singh, a 1980 batch Indian Police Service (IPS) officer, was posted as the DGP Jails.
An official order posting Singh as the Officer on Special Duty (OSD) at the Police Head Quarters (PHQ) was issued by Principal Secretary, Home BP Singh earlier in the day, he said.
Singh will assume his new responsibility from tomorrow, the official added.
Police still clueless about dinosaur fossils stolen from Ashmadha museum

The rare fossils of dinosaur eggs stolen about 18 months back from a museum in Madhya Pradesh's Dhar district are yet to be traced. These fossils, which were kept in Ashmadha museum near Mandu, were about six crore years old.
A total of 27 fossilised eggs were kept in the museum and out of it three were allegedly stolen on January 30, 2013, Pithampur's City Superintendent of Police Vikram Singh told PTI on Thursday.
A case was registered against unidentified persons in this regard, but so far neither the culprits have been identified nor the fossilised eggs recovered, he said.
The museum's security guard was apparently sleeping at the time of the theft after which he was removed from duty, while the museum's in-charge official was suspended on charges of negligence, a district administration official said.
The fossilised eggs were found by a researcher's group- 'Mangal Panchayatan Parishad' - in 2007 in Dhar because of which the place suddenly came in limelight worldwide.
Parishad's researcher Vishal Verma said these fossils belonged to Sauropod family of dinosaurs who were 20-30 feet in height.
These dinosaurs were vegetarian in nature and used to lay eggs in desert areas about six crore years back, he claimed.

Formal go-ahead has been given to 12 IT SEZs in the state. Tata Consultancy Services is constructing software development centre in 2 phases at a cost of Rs. 500 crore in Super Corridor, Indore. IT companies are provided benefit of uninterrupted power supply. At present, 536 acre land is available with the IT Department including 112 acres at Sinhasa and 37 acres at Dhankheri in Indore, about 212 acres, 2 kilometers away from the airport in Bhopal, 19 acres at Gadheri in 60 acres at Poorva in Jabalpur.
A network measuring about 24 thousand kilometers has been laid in the state to connect block level in the state. Internet facility will be available to all Gram Panchayats through NOFN-100.

MP: MLA caught on camera wiping hands off ex-BJP MP's saree, calls it a prank

Bhopal: An Independent lawmaker Dinesh Rai in Madhya Pradesh has been caught on camera wiping his hands off the saree of a former Bharatiya Janata Party (BJP) MP Neeta Pateriya during an event recently.
The MLA indulged in the shameless act while attending an event for farmers in the Seoni district of Madhya Pradesh. Rai is an elected member from the Seoni constituency.
After the visuals of Rai's act went viral on social networking sites and local media channels highlighted it, the MLA told the media that he was just playing a prank.
Further clarifying his unjustified act, Rai said that Pateriya was like a sister-in-law to him and he wiped his hands off her saree just out of fun. It was a 'harmless joke', he said in his defence.
Reports say that Rai later telephoned Pateriya and apologised to her.
Initially, the BJP leader had laughed off Rai's act, but after media highlighted the matter, she has registered a complaint with her party and left the final decision on it.
Mother kills her 6-month-old baby, cooks up abduction story; arrested

Finding it difficult to raise her six-month-old baby, a woman from Jabalpur killed her and spread a rumour that she was kidnapped. According to a report in Times of India, due to her misleading statements, police could only solve the case 10 days after she committed the crime. They have now arrested the accused Ritu Ahuja and recovered body of the infant, on Tuesday.
"I was already having trouble in bringing up a two-year-old child and now with this baby it became extremely difficult for me to manage, she told police.
Superintendent of police, Jabalpur Harinarayanchari Mishra said, "Accused decided to kill the infant a night before. On Sunday when all members of the family went out for a morning walk, she took the baby from her cradle and killed her by drowning her into a water pool on a desolate lane."
On September 7, the six-month-old daughter of Ahuja family went missing from house. Her mother Ritu claimed the baby was abducted by some unknown people who came on a motorcycle. Since then, police was investigating the case and trying to locate the abductors. Sources said based on CCTV footage of the area police suspected claims of Ritu. She later admitted to her crime when questioned by officials.
MP govt launches SMS-based ‘e-Gatiman’ service for transporters

Aimed at ending the cumbersome process of getting Form-49 to get clearnace at 28 commercial tax checkposts while transporting goods, the Madhya Pradesh government introduced a short messaging service (SMS)-based"e-gatiman" service on Wednesday for transporters.
"Instead of filling up Form-49 for clearances, transporters can get the 'way bill' in an electronic format by sending an SMS, filling up the form and sending it back to the concerned authority to generate a unique barcode under the e-gatiman service," Madhya Pradesh Finance and Commercial Taxes Minister Jayant Mallaiya told reporters after launching the service in Bhopal on Wednesday.
He said the service would reduce the cumbersome process of downloading Form-49, submitting it at checkposts to get gatepasses, which take a lot of time leading to traffic jams at checkposts.
"If date and time of arrival of goods at checkposts is as per schedule, then trucks can cross it through the green channel," he said.
Woman pours hot oil on husband’s first wife

A troubled marriage took an ugly turn on Wednesday as a man’s second wife poured inflammable liquid on his first wife in Indore, injuring her seriously.The first wife Sonu alleged that she had been attacked with acid but the police maintained that the man had doused her wife with hot cooking oil.
At the time of the incident, Sonu’s mother was also with her and sustained burn injuries along with her daughter.
Sharwan Yadav’s estranged wife Sonu and his second wife Aarti live in the same locality –Bhagirathpura area of the city.
Both the women had frequent feuds over their relation with Shrawan.
On Wednesday morning, Aarti accompanied by her mother Anita went to Sonu’s house and poured inflammable liquid on her. Both the women got injured were rushed to MY Hospital for treatment.
Sarwan and his wife are absconding after the incident. The police have registered a case under section 326 of IPC. Sonu and his mother were treated at MY Hospital till reported last came in.

This American company started production in tractor manufacturing unit in Dewas in year 2011. The unit costing about Rs. 400 crore was constructed in 97 acres in October 2013. Tractors of 35 to 55 horsepower for small and marginal farmers are manufactured in this unit having a manufacturing capacity of 50 thousand tractors.
Akzo Nobel India Limited, Malanpur, Bhind
This company of Sweden is the biggest paint and coating company in the world. It is among 500 Global Fortune companies. The company had entered into an MoU with TRIFAC for establishment of the project on October 23, 2010. The company established manufacturing plant of water-based and other paints with permanent capital investment of Rs. 257 crore on 55 acres at Malanpur industrial area in Bhind district. About 200 persons are employed in it. The project commenced commercial production from September 30, 2013.

Its manufacturing capacity is 2000 wheel loaders per annum. The company has been established with cent percent foreign investment.
Cummins Turbo Technologies India Limited, Dhar
This company is a member of Cummins Incorporated, USA and Turbo Technologies, UK. The company is spread in 160 countries and is global power leader. Cummins has 3 units in Pithampur, district Dhar and Dewas, which have been established with permanent capital investment of Rs. 400 crore. In all, 1000 persons have got direct employment in these units. The company’s units have developed several auxiliaries at Pithampur and Dewas.
V.E. Commercial Vehicles Limited Dhar and Dewas
This company is a joint venture of Volvo Group of Sweden and Eicher Motors. It has 6 plants in Dhar and Dewas districts of Madhya Pradesh. Costing about Rs. 2150 crore, these units are providing direct employment to 8000 persons and indirect employment to about 35 thousand persons. The company has proposed a Rs. 1400 crore vehicle manufacturing project in Bagroda industrial area in Bhopal district in which about 3000 persons will get employment. In the proposed project, commercial vehicles of global standard will be manufactured and sold at local and export markets. A special package has been sanctioned to the project. The plant is expected to start commercial production from year 2017.
Rio Tinto India
Rio Tinto of UK is one of the largest mining groups in the world. The group is engaged in exploration, mining and processing of mineral resources. Company’s diamond mining and sample processing unit is based at Bunder (Bakswaha) in Chhatarpur district. The Company has entered into state support agreement with the state government. Investment of about Rs. 3000 crore is proposed in the project. About Rs. 33 crore has been invested in diamond mining and sample processing unit where processing work has commenced from year 2010. At present, the company provides jobs to 350 persons.
Madhya Pradesh will get included in 10 biggest diamond producing areas in the world after full materialization of Bunder project.
Teva Pharmaceutical, Malanpur-Bhind
It is a major company of Israel and biggest producer of generic medicines in the world. Teva Pharma has established its unit with permanent investment of about Rs. 400 crore in Malanpur industrial area in Bhind district providing direct/indirect employment to about 1000 persons.
World Bank lauds successful poverty alleviation efforts in MP

World Bank has lauded widespread success achieved in poverty alleviation through livelihoods activities in Madhya Pradesh. In the state, annual income of 3.25 lakh poor families has been assessed to be Rs. 1377 crore. The families who used to be dependent on moneylenders earlier, are now earning from Rs. 3 thousand to Rs. 15 thousand per month through livelihoods activities. Average annual income of about 30 thousand rural families has increased upto Rs. one lakh. World Bank’s Supervision Mission Team praised these achievements during review of implementation of District Poverty Initiative Project here today. Livelihoods activities are being conducted in 4,806 selected villages in 53 development blocks in 15 districts of Madhya Pradesh.
A World Bank Supervision Mission led by World Bank Task Team Leader Shri Kevin Crockford held detailed discussions on Madhya Pradesh DPIP project’s works, livelihood activities, innovations and important achievements.
Project Coordinator DPIP Shri L.N. Belwal informed the World Bank team that 35 thousand 235 self-help groups have been formed under the project so far with 4 lakh 4 thousand 612 families as members including one lakh 9 thousand 836 tribal and 90 thousand 2345 scheduled caste families. Fiscal assistance of Rs. 374.63 crore has been provided to these SHGs for livelihoods activities. Shri Belwal apprised the team about a number of other important livelihoods activities.
Shri Belwal informed that women beneficiaries’ participation has increased considerably in Gram Panchayats, Gram Sabhas and other rural activities. He informed that beneficiaries have come forward to open accounts under Pradhan Mantri Jan-Dhan Yojana. Other members of the team including Shri Samik Sundardas, Shri Saumik Mitra, Sushri Papiya Bhattacharya, Isabella, Sushri Mio Takada, Sushri Gitika Hora, Varun Singh, Shri Michael Winston Davis and Shri Atin Rastogi also shared their experiences of tour of villages. The meeting was conducted by Coordinator Procurement Shri Raman Vadhwa. A video presentation on various livelihoods clusters’ economic activities was also made on the occasion.
Railways ask cyber cell to track fraudsters behind fake recruitment website

Railway recruitment board (RRB) Bhopal has approached state's cyber cell to track down fraudsters who have created a fake recruitment website similar to board's official site to trick job aspirants.
According to a report in Times of India, they advertised for various positions in Railways and sought applications along with a fee of Rs 300 to Rs 500 for the jobs that never existed. Officials believe many innocents may have fallen prey to the trap.
"We don't want jobless people to be cheated. We have informed police to identify the accused and get them behind bars," said Mahesh Chandra Panth, chairman, RRB Bhopal.
Tricksters have created a fake website with url www.irrbpl.org, claiming it to be official site of railway recruitment board (RRB), Bhopal. They then gave hyper links to RRB's official website http://www.rrbbpl.nic.in/so, and anybody logging on to the fake site and clicking on a link was taken to the official site, giving it credibility.
This duplicate portal with similar layout contains a write up about detailed history of RRB since its establishment. Fraudsters have invited applications for 2,876 posts of trackman, 4,082 helpers, 1,239 peons and 3,617 ticket collectors on their website asking for registration and payment of fees amounting to Rs 300 and Rs 500 from reserved and general category candidates as processing fee. And the last date for submitting application is October 10.
"They have tried their best to make the fake website appear genuine, but made a mistake. They invited applications for the post of trackman, helpers and peons. Recruitment of these lower level staff is not RRB's job but are filled up Railway Recruitment Commission (RRC), Jabalpur. The gang should be busted before unsuspecting people get duped," said the RRB chairman.
He said websites of railway zones and railway departments are designed and maintained by Centre for Railway Information System (CRIS) and most websites run on a common platform managed by NIC which makes it impossible for individual to misuse. Security experts said it is appalling that railway intelligence or other agencies could not detect the racket for at least three years.
Racket, apparently headquartered at Bihar, had been operating for long. In 2012 then minister of state for Railways K H Muniayappa had made a written submission in the Lok Sabha that railways were aware of fake websites issuing admit cards for recruitment tests for Group D posts. He said admit cards for recruitment tests for Group-D posts by Railways Recruitment Board, Jabalpur were issued by such fake websites and railways had launched an awareness campaign about the existence of fake websites and public has been advised to check credentials of such websites or organisations before applying for any railway jobs.
Department of information technology was also alerted about the fake websites whenever such portals are brought to notice. But nothing much happened, thereafter, sources said.
Man gets 8 years imprisonment for raping 13-year-old girl

A local court on Tuesday awarded eight years rigorous imprisonment to a man for raping a minor girl.
Additional Sessions Judge Shashikanta Vaishya also imposed a fine of Rs 10,000 on Mahendra Ahirwar who lured the 13-year-old girl, who resided in Baskwaha tehsil, to Damoh district in September 2013 and raped her for nearly one-and-a-half months.
Later, her father lodged a complaint and police rescued her and arrested Mahendra. The sentence was awarded to him under relevant. Sections of the Indian Penal Code and also under the Prevention of Children against Sexual Offences Act (POCSO).
Ujjain: University V-C attacked for appeal to help Kashmir flood victims

Ujjain: A group of alleged right wing activists went on the rampage at a university in Ujjain in Madhya Pradesh over an aid appeal for victims of devastating floods in Jammu and Kashmir, the vice chancellor said on Tuesday.
The mob of young men stormed the Vikram University campus on Monday, breaking windows, throwing furniture and trying to smash ceiling fans with wooden sticks.
Vice Chancellor Jawaharlal Kaul said that the attack occurred after the university issued an appeal to help any Kashmiri students affected by the floods that have claimed several hundred lives and devastated the capital city, Srinagar.
"There was an appeal issued by us for helping Kashmiri boys who are studying here...there was an appeal by the state government as well," the vice-chancellor told mediapersons.
"They (the attackers) said they were from the Vishwa Hindu Parishad and Bajrang Dal," said Kaul.
Prime Minister Narendra Modi stormed to power in May, sparking fears among religious minorities of a rise of Hindutva grassroots groups.
Jammu and Kashmir is India's only Muslim-majority state where many residents oppose Indian rule and want independence or a merger with Pakistan.
Kaul said he had appealed through a local newspaper for help to aid students whose families were thought caught in Kashmir's worst floods in a century.
"Particularly the landlords (of the students) were requested by me not to ask for rent for a couple of months until the situation is over," Kaul said.
The mob stormed Kaul's office, demanding an explanation for wanting to help Kashmiri students, before the violence broke out, he said.
"In about 10-15 minutes they broke all the office furniture," said Kaul who was taken to hospital after being shaken by the ordeal.
The protesters were apparently angry that such appeals had not been issued for victims of past deadly floods elsewhere in the country, including in Uttarakhand last year.
Rs. 745 crore spent on industrial infrastructure development in last one decade

Any sector’s success depends on its infrastructure. The current decade is witness to unprecedented transformation and implementation of new projects. Under the leadership of Chief Minister Shri Shivraj Singh Chouhan, priority and importance is being attached to state’s industrial infrastructure development, which has resulted in maximum investment by domestic and foreign investors in the state during this decade. During the period, Rs. 745.21 crore were spent on industrial infrastructure development in the state.
27 new industrial zones being established
A scheme has been sanctioned to establish fully equipped industrial zones on 7675 hectares at 27 places in the state at a cost of Rs. 3022 crore during the 12th Five-Year Plan period. Its beginning has been made with completion of Crystal IT Park at Indore costing Rs. 99 crore 21 lakh. Works costing Rs. 375 crore are underway on 1038 hectares in 12 industrial zones including Acharpura, Bangroda, Jambar Bagri, Rudhi-Bhavsingpura, Ujjayani, Sirsoda, Nemawar, Sitapur (Pahadi), Readymade Garment Park Gadaipura, Amkuhi, Bhoorkal, Khapa and Umaria Dungaria. Besides, 6 industrial areas including Apparel and Pharma Cluster Tajpur, Maihar, Sitapur (Pahadi) (phases 2), Namkeen Cluster and Babai costing Rs. 240 are in the tender process.
For the first time in the state, infrastructure upgradation project costing Rs. 481 crore has been sanctioned for 7556 hectares in 13 existing industrial zones by the cabinet during 2012-14. Land development works costing Rs. 351 crore 57 lakh have been started on 4441.89 hectares in 7 industrial areas including Mandideep, Govindpura, Pithampur, Polo Ground Sanwer Road and Siddhgawan and Maharajpur. Tenders have been invited for works costing Rs. 129 crore for infrastructure development works in 314 hectares in 6 other industrial areas Malanpur, Maneri, Richhai, Satna, Puraina and Dewas.
In the state, industrial infrastructure development works are undertaken by offices of Audyogik Kendra Vikas Nigam at Indore, Gwalior, Bhopal, Jabalpur and Rewa.

VHP, Bajrang Dal workers attack Vikram University V-C for appealing to help J&K flood victims

Unidentified workers of Vishwa Hindu Parishad (VHP) and Bajrang Dal on Monday ransacked the office of Vikram University Vice Chancellor Jawahar Lal Kaul and also misbehaved with him, after which he felt uneasy enough to be rushed to a private hospital, the police said.
The miscreants also attacked other areas in the campus protesting his reported statement favouring flood ravaged Jammu and Kashmir students, Madhav Nagar's Deputy Superintendent of Police (DSP) Vijay Kumar Dawar told reporters.
The saffron workers were protesting against Kaul's statement on Sunday that people in Madhya Pradesh should waive-off rent and fees of Kashmiri students studying in the state due to the flood situation in that state. However, Kaul's statement angered saffron workers who questioned why people like him did not issue similar statements when floods hit Uttarakhand and Gujarat states, the police official said.
During angry discussions, the attackers allegedly misbehaved with Kaul, after which he felt uneasy and was admitted to a private hospital, the police official said. Later, based on a complaint by the university staff, a case was registered against unidentified people under relevant sections of the Indian Penal Code and also for obstructing an official from carry out his official duties. No arrests have been made so far in this regard, he said, adding that action would be taken against those responsible for the incident, by watching video footage.
It may be recalled that Professor HS Sabharwal died of cardiac arrest in Ujjain after he was allegedly manhandled by Akhil Bharatiya Vidyarthi Parishad (ABVP) workers in August 2006. However, the court acquitted all those who were arrested by the police in connection with the incident.
Bhopal masterplan 2031 delayed once again, this time due to civic polls

Adding to the history of delays, the finalisation of Bhopal masterplan 2031, might remain uncertain for another year or so due to the civic polls which are scheduled later this year.
According to sources, finalization of the masterplan got delayed, as the poll bound BJP regime in the state didn’t want to offend or disturb people living in and around Bhopal, who might have been hit by the recommendations in the plan, says a report in Hindustan Times.
A senior official in Directorate of Town and Country Planning (T&CP), said the main reason behind the delay was that the BJP wants to avoid allegations of wrongdoing and strategic investments by those close to the ruling party, which may surface if the draft is introduced ahead of civic polls. He added that the masterplan draft, is ready and will be published once the state government makes up its mind.
T&CP came up with the draft of masterplan for Bhopal in 2009. The proposed masterplan was later put in cold storage in 2010 by the state government. The move was made following receipt of 2,090 objections/claims/suggestions after its publication in 2009.
After that the MP CM Shivraj Singh Chouhan directed T&CP to review the plan with the help of subject experts such as architects and environmentalists and frame a fresh comprehensive masterplan, and so, a new process was initiated. But even after over four years, the new plan is yet to see the light of the day.
The importance of the masterplan lies in the fact that it would allow more regulated and controlled constructions in and around Bhopal. The present masterplan divides land utilisation in and around Bhopal into 3 categories. It also suggests different dimensions for the buffer zones around strategically important places, where construction activities will be monitored and regulated to avoid unauthorised development, which is emerging as a big issue and is seen as a result of absence of a proper masterplan.
In addition, detailed satellite imagery of Bhopal has been linked with the actual land details on the ground, for the first time.
Joint director, T&CP VP Kulshreshtha said draft of the masterplan is ready and would be published and brought before the public after final approval from director, T&CP.

Commerce, Industries and Employment Minister Smt. Yashodhara Raje Scindia chaired a high-level meeting to review preparations for Global Investors Summit here on Monday. The meeting was informed that ambassadors of 12 countries including Australia, Canada, Mexico, South Africa, Poland, Czech Republic, Belgium, Bangladesh, Bolivia, Malaysia, Sweden and Austria will take part in the summit to be held at Indore from October 8 to 10. Ambassadors of Iceland, Sri Lanka, Turkey, Ecquador and Gayana are also expected to participate in the global investors summit.
Over 100 established industrialists of country and abroad have given consent to participate in the summit. Industries Minister Smt. Scindia sought information about programmes to be held daily during the summit. She held detailed discussions and gave necessary directives about sitting arrangements for distinguished persons at summit’s venue, media layout plan etc. Smt. Scindia said that large screens should be installed at stage on which scrolls should be run displaying names of industries and industrialists having invested in Madhya Pradesh. Besides, success stories of small and medium entrepreneurs should also be displayed.

Kisan Sammelans to be held in 34 districts of state

Kisan Sammelans will be held in 34 districts of the state from September 17 to 20 where certificates of adjustment of crop insurance claim under National Agriculture Insurance Scheme will be given to farmers. The certificates will be given away in the presence of the Chief Minister or minister-in-charge of concerning district.
Collectors have been directed to prepare lists of farmers to be invited to Kisan Sammelans, which will be held at Hoshangabad, Sehore, Harda, Dewas, Raisen, Rajgarh, Ujjain, Sagar, Shajapur, Vidisha, Betul, Guna, Bhopal, Khandwa, Seoni, Damoh, Indore, Narsinghpur, Chhindwara, Mandsaur, Ashok Nagar, Ratlam, Shivpuri, Satna, Dhar, Chhatarpur, Tikamgarh, Neemuch, Panna, Rewa, Balaghat, Khargone, Jhabua and Barwani.
CM’s letter to farmers also be given with certificate
At Kisan Sammelans, copies of Chief Minister’s letters inviting farmers to Krishi Mahotsav to be held in the state from September 25 to October 20 will also be given to farmers along with certificate of insurance claim adjustment. Principal Secretary Farmers Welfare and Agriculture Development Shri Rajesh Rajora has directed collectors that if a beneficiary does not turn up at farmers’ convention then the certificate along with copy of CM’s letter should be delivered at his home.
It is noteworthy that Krishi Mahotsav is being organised in all 51 districts of the state to apprise farmers of latest farming techniques and methods. Presence of large number of farmers is being ensured in the festival to be held as part of efforts for making agriculture profitable. During Krishi Mahotsav, Krishi Kranti Rath will visit village to village to provide necessary information to farmers. Agriculture science exhibitions and agriculture fairs will also be held in districts during the period.
Bhopal gas tragedy survivors call on Ananth Kumar over revision of casualty figures

Representatives of five organizations of survivors of the Bhopal gas tragedy called on Ananth Kumar, Minister of Chemicals and Fertilizers, on the issue of additional compensation from Union Carbide, USA.
The forum of the organizations offered this information in a communiqué on Monday.
“The Minister who is in charge of all matters concerning the disaster in Bhopal gave a patient hearing to the delegation,” the communiqué added.
The minister also promised to send a reply to the petition presented by the organizations for revision of figures of injury and death caused by the disaster in the curative petition for additional compensation pending before the Supreme Court of India.
The gas survivors’ organizations maintained that in 1985 the central government asked for 3.3 billion dollars as compensation, that would be nearly 7 billion dollars today. Union Carbide has paid only 470 million dollars, the least the government should be asking for is 6.5 billion dollars. But the curative petition only asks for 1.2 billion dollars.
Another major bone of contention between the survivors’ organizations and the government is the official figure of the persons affected by the tragedy.
The central and state governments are presenting fraudulent data on death and injury caused by the disaster to justify the paltriness of additional compensation. The government says only 5,295 persons have died due to the disaster whereas its own medical research organization’s records show that twice this number died in the first 9 years itself, the forum said.
Now, schools to teach ‘lifestyle lessons’ to help students lead better lives

In a bid to make students aware of diseases like diabetes, hyper-tension and cardiac problems, the Madhya Pradesh government has decided to include a lesson on the importance of correct lifestyle in high school text-books from the next curriculum year.
According to a report in Times of India, the recommendation was made by Union minister for petroleum and chemicals Ananth Kumar at a workshop on Echocardiography held in Bhopal on Sunday. The suggestion was accepted by chief minister Shivraj Singh Chouhan who announced by the end of the programme that schools will teach correct life-style lessons from the academic session of 2015.
Ananth Kumar also asked for a pharmaceutical park for the manufacture of not just disposals and generics but also medical devices like the echocardiogram machine which is imported from USA and Germany. The chief minister agreed to come-up with the pharmaceutical park also.
Addressing the 6th International Echocardiography Course and Workshop, Ananth Kumar said that cardiac ailments and diabetes are "cousins" as both are lifestyle diseases. "There are eight crore diabetes patients in the country making us the diabetes capital. The disease is on a rampage and juvenile diabetes being commonly reported," Ananth Kumar said. "The younger generations should be taught the importance of physical exercise, playing outdoors and yoga."
He claimed that children these days get up from sleep at 11 am, play games on the i-pad and computer games and stay awake watching television till 3 in the morning. "In India, 350 persons die of heart attack each day and 20% of these numbers are patients below the age of 30. "I think the time has come to start teaching about life-style and its connection to diseases like cardiovascular ailments, diabetes and blood pressure from high school," he said.
Ananth Kumar added that during a recent presentation on pharmaceuticals before Prime Minister Narendra Modi, it was revealed that the country manufactures 95% of medical disposables and 15% of implants but don't manufacture medical devices and machines which are imported. The Union minister suggested that a pharmaceutical park be developed in Madhya Pradesh where medical devices should be manufactured.
MP police to visit UP to nab absconding SIMI operatives

A Madhya Pradesh police team will visit Uttar Pradesh in the wake of alleged involvement of five SIMI activists, who escaped from a jail in Madhya Pradesh, in an explosion at a house in Bijnore while making bombs.
The SIMI activists had escaped from Khandwa jail in Madhya Pradesh on October 1, 2013.
"We will send a team to Bijnore in Uttar Pradesh in view of suspected hand of the absconding SIMI activists in making bombs during which explosion took place," Home Minister Babulal Gaur told reporters here.
The team will try to arrest these activists after the probe, he said.
Madhya Pradesh Police is on hunt for the SIMI activists identified as Aslam, Amzad, Zakir, Mehboob and Aizazuddin who escaped from Khandwa jail.
Meanwhile, Gaur also visited the Central jail where an under trial in murder case, Arjun Tyagi (35) was shot dead by another prisoner, Jeetu (27) on September 4. Jeetu was immediately arrested after the incident.
The Home Minister informed that police has also arrested the key conspirator in the murder case.
To a query, Gaur said the government has already suspended five jail employees in this regard and action would be taken against others also if their involvement is proved.
He said that at present, three times more prisoners are lodged in the jail than its total capacity and number of security personnel will be increased to beef up security around the jail.
C.M. Shri Chouhan Urges Centre for Extension of Gas Pipeline network to benefit M.P.

The Chief Minister Shri Shivraj Singh Chouhan has urged the Centre to extend Bina pipeline to Sagar, Jabalpur, Rewa, Singrauli and Guna gas pipeline to Gwalior and Malanpur in view of vastness of Madhya Pradesh. In a letter to Union Minister for Chemical and Fertilizers Shri Anant Kumar, the chief minister said that extension of gas pipelines network would cover larger portion of the state. It would contribute to industrial development of the state, he added.
Shri Chouhan held discussions with Shri Ananth Kumar regarding extension of Gas pipeline network in the state today. He wrote in his letter that 1746 km. Mallavaram - Bhopal - Bhilwara-Vijaypur pipeline project has been approved. Of this 873 km. gas pipeline would pass through Madhya Pradesh covering 14 districts in central and western parts of the state. Giving logic for extension of gas pipe line, Shri Chouhan said that Madhya Pradesh is a vast state and entire eastern region and northern portion remain untouched by the pipeline. He expressed happiness over Government of India's decision to spend Rs. 10 thousand crore on expansion of gas pipeline network in the country.
Collector opens 60th state-level school sports competition

Dewas : District Collector Ashutosh Awasthi on Sunday inaugurated 60th State-level school sports competition at Maharani Chimna Bai Girls Higher Secondary School. ASP Prakash Parihar, Sports and Youth Welfare Officer Pradeep Singh Chauhan and DEO Rameshwar Khede were also present in this inauguration ceremony.
Collector Awasthi welcomed all the coaches and players and wished players for their excellent performance and said that every player must play with great sportsmanship. He also said that a true player never gives up until he succeeds. Hence he asked players not to feel dispirited and must continue to give his 100% efforts to taste success.
Collector instructed organizers to make appropriate arrangements of cool and clean drinking water for the coaches and the players. He also instructed organizers to properly manage the food and breakfast arrangements for the players and the coaches. He also gave instructions that a doctor must be available with necessary medicines round the clock at every places where the players are staying.
Collector also advised that the players and the coaches that are participating in the competition should visit Maa Chamunda Tekri and Maa Tulja Bhavani temples so that they have the cherished memories of Dewas and they will also have emotional relationship with the city throughout their life. He also advised players and coaches to visit Industrial Area too so that they can gather informations about industrial activities along with the sports activities. On which Collector was greeted with loud claps from the gathered people.
On this occasion ASP Parihar said that it’s a heartening thing that this competition is getting organised in the Dewas. He gave his hearty wishes to every player for their best performance.

Around 900 players and coaches of Bhopal, Gwalior, Indore, Ujjain, Jabalpur, Rewa and Sagar Divisions will participate in this competition. Soft Tennis and Throw Ball sports contest will take place in the competition and in which players of 14, 17 and 19 years age group will participate. The Soft Tennis contest will take place at Pioneer Public School and the Throw Ball contest will take place at Maharani Chimna Bai Girls Higher Secondary School.

Apart from education, Hindi language is being increasingly used in good governance works and even chalking out estimates of construction works at Panchayat level. State Government has established country’s first Hindi Vishwavidyalaya in the name of former Prime Minister Shri Atal Bihari Vajpayee. Besides, state’s Culture Department is making centralised efforts for preservation and promotion of Hindi dialects. Madhya Pradesh tops the country in promoting use of Hindi in information technology. As part of efforts to promote Hindi languages, Chief Minister Shri Shivraj Singh Chouhan had also written a letter to the then Prime Minister to abolish English as a compulsory paper in UPSC exams.
Interest of students is increasing in country’s first Hindi Vishwavidyalaya established in the state. It is clear from the fact that 358 students had taken admission in last academic session while 4002 students have got registered for this session.
In deference to the wish of Chief Minister Shri Shivraj Singh Chouhan, use of Hindi is also being promoted in information technology. Entire software has been developed in Hindi for recently launched Chief Minister’s Helpline 181. Use of Unicode has been made mandatory for computerised works in all state government departments. It has helped in making Hindi speaking people computer-savvy. Now, estimates for construction works at Panchayat level will be prepared in Hindi. High Court will be urged to make available Hindi translation of its orders.
Atal Bihari Vajpayee Hindi Vishwavidyalaya
Atal Bihari Vajpayee Hindi Vishwavidyalaya of Madhya Pradesh is making arrangements for teaching of science, literature, arts, commerce, management, medicine, engineering and other courses in Hindi. This is the first state-level effort of its kind in the country for teaching through Hindi medium.
As many as 60 students took admission in the university in the first academic session 2012-13 and 394 in 2013-14. Besides, 265 students registered themselves for regular courses and 4002 for M. Phil, PhD in academic session 2014-15. Admissions in the university are made both online and off-line.
In the university, PhD, M Phil, post-graduate, graduate, Pratishtha, diploma and certificate course as well as training programmes have been prepared. Latest systems are being used for evaluation of these degrees and courses. The Vishwavidyalaya has 18 faculties and over 200 courses have been prepared.

NHRC grants Rs 5.5 crore compensation to Datia stampede victims

Bhopal: National Human Rights Commission (NHRC) Chairman Justice K G Balakrishnan said that it has granted a compensation of Rs 5.50 crore to families of victims of the Ratangarh temple stampede in Madhya Pradesh's Datia district.
"NHRC has granted compensation of Rs 5.50 crore (each Rs 5 lakh) to kin of 110 victims of Ratangarh Temple stampede due to the inaction of the government officials," he said during the last of three-day open hearing and camp on cases related to atrocities on Schedule Castes organised by the NHRC.
The objective of the camp was to dispose of pending cases, sensitising officials about on human rights issues, and compliance of NHRC recommendations by them and meet the local NGOs to get an insight into the problems being faced by the people.
Around 115 people were killed and over 100 were injured in a stampede at Ratangarh temple in Datia last year in August.
Centre will provide Rs 3 lakh and the state Government will provide Rs 2 lakh each to the families of the victims, the chairman added.
The Commission also directed senior officers of the state government to provide relief to the remaining families of the victims. The NHRC, on the occasion has also taken a decision to conduct health survey for workers in the Panna Mines, he said.
The Commission also granted a compensation of Rs 3 lakh each to four persons who were affected by the disease silicosis. On the last day, the Commission also held a meeting with local NGOs on human rights issues and met the Chief Secretary, DGP, Collectors, SPs and other senior civil, police and jail officers on the issues raised by the NGOs.
In the camp sitting, 45 cases pending in the Commission were taken up and out of which 14 were finally disposed of, a NHRC release said.
Man accused of making repeated crank calls to nearly 200 women in police net

A 35-year-old man has been arrested by 'We care for you' cell of Indore police from his residence at Mayur Nagar, after being accused of allegedly making crank calls to nearly 200 women in the past 18 months.
He was arrested after a woman complained of getting calls and text messages from an unidentified number. The accused confessed of making calls to nearly 200 women. He would dial a random number, and if a woman answered he would call them repeatedly and would also send SMSs, says a report in Times of India.
According to the police, the accused found an active SIM card on the road in 2013, after which he purchased a phone and used the card to make the calls.
After the complaint, police had put the mobile number on surveillance and subsequently nabbed the accused. He has been sent to police custody and a case has been registered against him.
CYBER TREASURY GROWS INCREASINGLY POPULAR IN MADHYA PRADESH

Information technology has changed life beyond imagination. For example, cyber treasury has made the process of depositing tax quite easy. With this facility in place long queues before offices for depositing tax are now passé. The hazards of carrying cash are now past. Tax may be deposited through cyber treasury 24x7. Earlier, the businessmen had to send their employees with cash to deposit the tax and the latter would do it at their convenience, thereby causing inordinate delay.
All these advantages explain the fast growing popularity of cyber treasury in the state. The rapidly growing popularity of cyber treasury can be brought out by the fact that in year 2007, when it was launched, only Rs. 16 crore was deposited through 24 thousand 477 transactions. Now the number of transactions has gone upto 25 lakh 77 thousand 903 in year 2013-14 through which an amount of Rs. 14 thousand 233 crore was deposited.

They would not be required to wait for two days for confirmation. The depositor would be able to have a print of treasury challan number and challan sitting at home. The print out of can be submitted as challan to concerning departmental officer immediately. Besides, the depositor would get the prescribed service within no time. The most important feature of this facility is that cyber treasury has been linked to common e-challan. Following this public facilitation centres like MPOnline kiosk can be linked to cyber treasury. The depositor may deposit the amount at any kiosk.
When the cyber treasury was started only one bank was linked to it. Now 10 banks are linked. These are State Bank of India, Punjab National Bank, Bank of India, Central Bank of India, Union Bank, Uco Bank, Vijaya Bank, Allahabad Bank, Axis Bank and ICICI bank.
Process
To avail the facility the depositor would visit website mptreasury.org. Then he will select concerning department in which he has to deposit the money or will select common e-challan. After this he would enter his name, address, numbers of department such as registration number, duration, date, objective, account head and amount. He will give his e-mail ID in the detail on which he would get information about the amount. Then he will select the bank where he has account. After going on the bank site he will enter his login password and pay from his account. Immediately after payment the screen will go back to the cyber treasury site, from where he will get the receipt.

Burhanpur to be developed as a world tourist destination

Chief Minister Shri Shivraj Singh Chouhan has said that Burhanpur will be developed in planned way for underlining it on world tourism map. Shri Chouhan was addressing a function at Burhanpur today. On the occasion, the Chief Minister announced construction of a stadium at a cost of Rs. 98 crore and Rs. one crore each for development works of Nepanagar and Shahpura urban bodies. The Chief Minister inaugurated MIC conference hall of Burhanpur Municipal Corporation constructed at a cost of Rs. 23 lakh. He assured for survey of construction of flyover, model bus stand and railway over-bridge at Burhanpur. He said that major industries will be set up in Burhanpur on the basis of availability of land. MPPEB scam: ED quizzes Aurobindo group chairman Vinod Bhandari

Aurobindo group chairman Dr Vinod Bhandari, a key accused in MPPEB scam, hinted involvement of ‘big fish’ in the scam, as he was questioned by the Enforcement Directorate in Indore on Thursday.
As the ED officers asked Dr Bhandari about involvement of influential persons in the scam, Dr Bhandari told that the entire system would shake if all the names involved in the scam are revealed.
Dr Bhandari reportedly accepted helping several PMT aspirants in clearing the coveted exam through his sources.
He, however, tried to mislead officers as they asked about money he received in lieu of helping students passing the medical test.
Dr Bhndari remained mum when asked about his role in helping the students getting into medical courses through fraudulent means.
The Aurobindo group chairman however kept cursing the system during the course of interrogation which lasted for seven hours.
Sources in ED claimed that Dr Bhandari has revealed names of a few elite persons involved in the scam but the agency is keeping its cards close to its chest for the time being.
Early in the day, Dr Bhandari was brought to the ED office in Indore from Bhopal at around noon.
Apparently looking ill, Dr Bhandari also took medicines after the lunch.
The interrogation though remained incomplete as Dr Bhandari was sent back to Bhopal in the evening.An officer from the ED claimed that Dr Bhandari could be summoned for questioning next week but denied that anyone else was expected to be quizzed by ED in near future.
CM Chouhan seeks cooperation of Singapore in MP’s development

Madhya Pradesh Chief Minister Shivraj Singh Chouhan on Thursday sought cooperation of Singapore government in developing the state as a manufacturing hub, promoting tourism, setting up vocational training institutes and in civic management.
Chouhan met a 15-member delegation from Singapore, led by the Emeritus Senior Minister and former Prime Minister of Singapore Goh Chok Tong, at the Mantralaya in Bhopal, an official release said.
Referring to essentials of development underlined by Tong in his address on National Day of Singapore, Chouhan said that responsible leadership, good governance, coordination with people and government-people trust are the elements to which his administration strictly adheres to.
Good governance remained his top priority, he said, and apprised the delegation of key measures like public service delivery guarantee Act, CM Helpline 181, e-tendering, e-payment and e-measurement, the release said. Describing Singapore as investment gateway in South Asia, Chouhan said a team of top officers and experts will be sent to Singapore for exploring trade and investment opportunities.
Retired govt doctor booked for molesting patient

Betul: A retired doctor, living on the premises of a government hospital here, was on Thursday booked for allegedly outraging the modesty of a woman, police said.Enraged over the alleged incident, people thrashed Dr PK Kumra, an ENT specialist, before handing him over to police, said Madan Mohan Choudhary, Kotwali Police Station In-charge.
According to police, Dr Kumra allegedly molested the 22-year-old girl when she had gone to his residence-cum-clinic on the premises of the government hospital here following pain in her ear.
Police have registered a case under section section 354 (assault or criminal force to woman with intent to outrage her modesty) and 354 A (sexual harassment) of Indian enal Code (IPC) against the doctor who superannuated recently.
The accused doctor, however, claimed that relatives of the girl were levelling baseless allegations against him.
"A relative of the concerned girl was also present in the clinic when she came for treatment," Kumra told reporters at the police station.He said the girl felt uneasy and was about to fall while removing wax from her ear and that he caught her with an intention to give her support.
Police took Kumra into custody and later allowed him to go home on court's permission.

The Chief Minister Shri Shivraj Singh Chouhan here today randomly talked to five persons on telephone who had lodged complaints on C.M. Helpline-181.Shri Chouhan couldn’t take time off from this busy schedule this morning, but he managed to talk to the complainants at 6.30 pm to get their feedback.
First of all Shri Chouhan called up Shri Salim Thekedar at Ashta in Sehore district and asked about status of his complaint. The latter informed that the complaint has been redressed and thanked the Chief Minister for this. Then Shri Chouhan talked to Shri Lokesh Sharma at village Barlai in Neemuch district who had complained of non-issuance of fitness certificate of his vehicle on August 14. Shri Sharma informed that he has received the certificate within three days. He also thanked the Chief Minister.
Next complainant who received the Chief Minister’s call was Shri Antar Singh of Alirajpur district. He had complained of non-payment of MANREGA wages. The Chief Minister directed to ascertain why his complaint has not been redressed yet.
The Chief Minister also called up Shri Ram of village Nipania in Umaria district who had complained of non-payment of Rs. 31 thousand by the cooperative society against purchase of his wheat. He informed that he received the payment within five days of lodging the complaint. Another complainant from village Itar in Singrauli district Shri Vijay Kumar Basor had lodged a complained that his name has been deleted from BPL list. It was found out that actually his name has not been removed as yet but he owns land. The situation would be clear only after inquiry.

He was holding discussions on areas of co-operation and development priorities with a 15-member delegation of Singapore led by the Emeritus Senior Minister and former Prime Minister of Singapore Shri Goh Chok Tong at Mantralaya here today.

Woman set afire by mother-in-law for ‘stealing’ washing powder

A woman is in a critical condition, after she was set ablaze by her mother-in-law over suspicion of theft in Subhash Colony. The accused is yet to be arrested. According to report in Times of India, Vidya fought with her daughter-in-law Pinky, after suspecting her of stealing washing powder and later set Pinky ablaze.
The victim's husband and other family members who were at home at the time of the incident, heard her screams and tried to save her. Pinky was then rushed to the hospital where her condition is said to be critical.
Pinky got married to Lal Chand about 10 years ago and the two have a son.
A case for attempt to murder was registered at Ashoka Garden police station. Police said the statements of the family members are being recorded and the accused would be arrested soon.
PMT scam: ED questions accused Pradeep Raghuwanshi

Enforcement Directorate (ED) officials questioned Madhya Pradesh PMT (MP PMT) scam accused Pradeep Raghuwanshi on Wednesday to find out movable and immovable assets acquired by him with his alleged black money.
Madhya Pradesh Special Task Force (STF), which is probing the MPPEB scam, arrested Raghuwanshi who was employed as a general manager at the Sri Aurobindo Institute of Medical Sciences (SAIMS) after the scam broke out in 2013.
A senior ED official said Raghuwanshi was questioned about investments he made to convert black money into white and his statements were recorded.
Currently, he is lodged in Bhopal Central Jail under judicial custody and was brought to ED's Sub-Zonal Office here for questioning.
ED has registered a case against him and ten others accused in the MP PMT scam under Prevention of Money Laundering Act (PMLA).
BJP MLA restricts entry of non-Hindus to Garba mandals to prevent ‘love jihad’ cases

The contentious issue of Love Jihad which stirred political cauldron in the country following ace shooter Tara Shahdeo’s case from Jharkhand has caught media attention yet again.
This time, the Bharatiya Janata Party’s aggressive MLA from Indore constituency, Usha Thakur, has urged party workers to keep an eye over Love Jihad issues during the festivities of Navratri.
The legislator has instructed her workers and supporters to observe the attire of Garba participants to restrict the entry of people belonging to other communities.
Thakur is writing letters to the organisers of all the prominent Garba mandals in the city in this regard.
The MLA, talking to the media, alleged that such religious events are used for alluring women into conversions. A large number of women fall into the trap on such occasions, she added.
Convener of culture wing Samagra Kranti Manch, Thakur, has prepared an 11-point agenda on suggesting outfits at Garba sites and usage of religious and folk music. Pamphlets carrying this agenda will be distributed across the region.
The legislator has requested all the Garba mandals managers for allowing entry to only Hindu community members inside the sites. Thakur has advocated entry to the sites only through ID cards.
Thakur claimed that Muslim men deceive often organisers by putting on tilak on their forehead for getting entry to Garba venues.
Interestingly, Thakur has been opposing entry of Non-Hindus inside Garba venues for several years. At several places, the MLA had made submission of marksheets compulsory for regulating entry inside the Garba sites.
Deputy Superintendent of Police caught accepting bribe of Rs 50,000

A Deputy Superintendent of Police posted in the Scheduled Caste and Scheduled Tribe Welfare Police Station in Dhar town was arrested by Lokayukta police for allegedly accepting a bribe of Rs 50,000.
The DSP identified as Brajesh Singh Kushwaha allegedly demanded Rs 50,000 from Shahid Khan for "settling" a complaint lodged by a person from the Banjara community in connection with the purchase of a land, Lokayukta SP Arun Mishra said.
Later Khan tipped off the Lokayukta police about it after which a trap was laid and Kushwaha was nabbed by Lokayukta sleuths when he took Rs 50,000 from Khan at his residence.
Kushwaha had allegedly threatened Khan that if he did not pay Rs 50,000, then he would be framed in the matter without any investigation.
A case was registered under the Prevention of Corruption Act against Kushwaha and further investigations are on, Mishra said.
Rs. 1.15 lakh crore invested in Madhya Pradesh

Chief Minister Shri Shivraj Singh Chouhan has said in New Delhi today that out of the MoUs inked for investment of Rs. 2 crore, MoUs worth Rs. one lakh 15 thousand crore have already materialised in Madhya Pradesh so far. He said that apart from major industries, Madhya Pradesh government is paying special attention to laying a network of small and cottage industries and raising young entrepreneurs. As many as 5 lakh young entrepreneurs will be raised during the next 5 years. He informed that a single-window system in real terms has been implemented to facilitate investors in Madhya Pradesh.
Shri Chouhan was replying questions asked by media personnel about the state in New Delhi today.
Power
Chief Minister Shri Chouhan informed that 14 thousand MW power is available in Madhya Pradesh whereas other places in the country are facing power crisis. Apart from meeting its requirements, the state is also supplying power to Delhi, Bihar and Uttar Pradesh. Availability of power in the state will go up to 18 thousand MW by year 2017. He said that not only thermal power plants, Madhya Pradesh is also attaching priority to alternative energy sources. The state will become a hub of renewable energy in years to come. This year, the state will get 2500 MW solar power. The state government has chalked out policies keeping future needs in view, he added.
Agriculture-irrigation
Chief Minister Shri Chouhan informed that only 7.5 lakh hectares were under irrigation in Madhya Pradesh in the previous decade, against which now 27 lakh hectares are being irrigated. Narmada-Kshipra Link Project has been completed in the state. In future, Narmada will also be linked with Kali Sindh and Gambhir rivers. Kane-Betwa Project is also proposed. The Chief Minister informed that Madhya Pradesh tops in food grains production in the country. The state registered 20 percent agriculture growth rate last year despite less arable lands and 19 percent in the year preceding it. This year, the state has posted 24.99 percent agriculture growth rate. Concrete steps have been taken to make agriculture profitable. Apart from other schemes, facilities like interest-free agriculture loans and bonus have also been provided to farmers.
Industries
Referring to industries, the Chief Minister informed that out of MoUs inked for investment worth Rs. 2 crore, MoUs worth Rs. one lakh 15 thousand crore have materialised in Madhya Pradesh so far. Apart from major industries, network of small and cottage industries is also being laid. Madhya Pradesh Yuva Udyami Yojana has been launched to raise young entrepreneurs under which the state government provides loan guarantee for Rs. 10 lakh to Rs. one crore. Apart from 5 percent loan subsidy for 5 years, young entrepreneurs are also provided technical know-how and assisted in marketing of their products. A target has been set to raise 5 lakh entrepreneurs in 5 years. Assistance for entrepreneurship was provided to 44 thousand youths last year.
Global Investors Summit
The Chief Minister said that Madhya Pradesh is an ideal place for investment. Land bank comprising 20 thousand hectares has been developed for industries. No discrimination is made in the state in the name of region, religion, caste etc. Whoever comes to Madhya Pradesh becomes a part of it. Industrial peace and skilled manpower are added atractions. New ITIs have also been opened and courses have been changed in the old ones as per present-day requirements of industries.
The Chief Minister said that law & order situation in the state is very good. Now, there is no enlisted dacoit gang in Chambal. Investors are now heading towards Chambal also. Industrial policy of the state is investor-friendly. Separate policies have been chalked out for different areas. TRIFAC has been made a single-window where officers of all concerning departments will sit. He said that he himself works like a CEO and meets investors every Monday. Shri Chouhan said that it is for the first time in the country that foreign countries have become partners in a Global Investors Summit.
Focus
About sectors to be focused in Global Investors Summit, the Chief Minister said that special focus has been laid on food processing. It will lead to value addition of agriculture products and generate jobs. Other focus sectors include information technology, textiles, power plants, wind energy, solar energy, pharmaceuticals, educational institutions, tourism etc. He said that Madhya Pradesh is the next destination of IT sector.
Good governance
Referring to good governance, the Chief Minister said that committed efforts have been made to weed out corruption. He dwelt at length on systems and laws effected in the state for this purpose like e-tendering, e-measurement, e-payment, Public Service Delivery Guarantee Act and the law for confiscating assets amassed through corrupt means and use the same in public interest.
DA case: Court issues arrest warrant against graft-tainted MP IAS couple

A Bhopal court has issued arrest warrant against IAS couple Arvind Joshi and Tinu Joshi after failed to appear in the court on Sepetember 9.
Graft-tainted Madhya Pradesh IAS couple Arvind Joshi and Tinu Joshi have been terminated from service.
Earlier this year a special anti-corruption court had issued notices to the IAS couple and their relatives for disproportionate assests worth Rs 360 crore in total.
The Income Tax Department, on raiding the residence of the Joshis in Bhopal in 2011, had found Rs 3 crore in cash besides documents for property worth crores of rupees.
The couple were already under suspension since February 2010, after an income-tax raid on their house, which led to detection of wealth in excess of Rs 350 crore and recovery of Rs three crore in cash.
The Joshis are facing cases for disproportionate assets under the Prevention of Corruption Act and Indian Penal Code as their wealth was highly disproportionate to their known sources of income.
HC directs Rewa police to trace woman missing since May

The Madhya Pradesh High Court on Tuesday directed Rewa police to trace a 60-year-old woman, who was kidnapped from her village in May, and produce her before it.The direction was given by a single-judge bench of Justice R S Jha.
The petition was filed by Arjun Patel stating that his mother Ramrati left for her maternal home in Kailashpur under Hanuman police station along with her granddaughters on May 28.
Later, a car arrived at the bus stop where they were waiting. The car driver promised that he will drop them at Kailashpur.
After some distance, the driver stopped the car at an eatery and left the two little girls there and kidnapped Arjun's mother, the complaint said.
Arjun then approached the police but no action was taken, after which he filed a petition in the high court, his advocate Bhupendra Shukla said.
The complainant had also approached Madhya Pradesh Chief Minister Shivraj Singh Chouhan and Home Minister Babulal Gaur, but his mother is still untraceable, he said.
MP BJP facing internal strife over decision on RS candidate?

The ruling BJP in Madhya Pradesh is facing internal rift over a Rajya Sabha seat which was left vacant after the elevation of Kaptan Singh Solanki as Governor of Haryana in July.
According to a report in Times of India, nomination filing for this seat with a short tenure of less than two years has been scheduled for Thursday and the state party office is still in a quandary over the candidature for the seat.
Sources within the party said that the decision on the candidate will be made by the central leadership but nomination of yet another outsider could see an open rebellion.
Madhya Pradesh which has a total 11 seats in the Upper House saw the BJP accommodating three outsiders - Union minister Najma Heptullah, Union minister of state Prakash Javdekar and journalist Chandan Mitra - from here. Sources in the state BJP said that the nomination of a third outsider could spread a lot of resentment as there is a long list of Rajya Sabha aspirants within the state unit waiting for their turn.
The tussle is between the Mahakaushal and Indore divisions. It is being largely felt that the Mahakaushal or Jabalpur has not been appropriately recognised by the party. Indore division is getting more powerful with Sumitra Mahajan as Speaker and minister for urban administration Kailash Vijayavargiya proximity to BJP national president Amit Shah. At the same time, voices are being raised that the party has never sent a representative to the Rajya Sabha from the Sagar division.
Nomination for this one seat came up for discussions at the party state working committee meeting last Saturday. Several names have been debated along with that of former Rajya Sabha MP Raghunandan Sharma who was not given another term as he was to contest the Lok Sabha elections. But when the Lok Sabha tickets were announced Raghunandan Sharma was left out and hence, he is one of the front runner claimants for this seat along RSS functionaries Bhagwat Sharan Mathur and Meghraj Jain.
Bhagwat Sharan Mathur being from the Mahakaushal region has an advantage over his peers. Former chief minister Kailash Joshi gave-up his claim to the Bhopal seat as party veteran LK Advani was planning to shift his constituency during Lok Sabha polls. As the Narendra Modi NDA government came to power, Joshi was assured he would be raised to the position of a governor. But that promised has not realised so far leaving the veteran leader to seek his place of return to Parliament. Two women are also in the fray including former Rajya Sabha MP Anusuiya Uike and former BJP national secretary Sudha Malaiyya.
However, both Kailash Joshi and Sudha Malaiyya have a slim chance under the BJP's new formula of only one member per family to be given a position. Sudha Malaiyya's husband is the finance and water resources minister in the Shivraj Singh Chouhan government and Kailash Joshi's son Deepak is minister of state for school and higher education. In the next 24 hours, the BJP will have to declare the name of its candidate who will have to file the nomination on Thursday. The candidate will be elected on September 22.
District level agriculture science fairs and exhibitions to be held

As per wish of Chief Minister Shri Shivraj Singh Chouhan, district level agriculture science fairs and exhibitions will be held during Krishi Mahotsav from September 25 to October 20. Farmers and agriculture experts will share technologies and experiences at the agriculture fairs and exhibitions to be participated by Agriculture and allied departments. A number of activities will be conducted by various departments during this period.
Women & Child Development Department will organise special nutrition day at anganwadis. Villagers and farmers will welcome Krishi Raths not with bouquets and garlands, but with 2 to 5 kg wheat or rice, maize, moong, urad, arhar, gram, soybean etc. These food grains will be used by Women and Child Development Department in preparation of nutrition diets.
Animal Husbandry Department will distribute veterinary and animal husbandry kits to selected beneficiaries. Besides, artificial insemination of cattle, veterinary castration and vaccination camps will also be held. The Cooperatives Department will conduct drive to distribute Kisan Cards throughout the month.
During Mahotsav, the Energy Department will propagate state government’s scheme “Naveen Pump Krishak Anudan Yojana” to motivate farmers to take permanent pump connections, distribute concerning pamphlets and launch a special drive to accept applications under the scheme. Flat-rate scheme for permanent agriculture pumps will also be publicised and awareness will be brought about among farmers for paying bills in April and October. Panchayats & Rural Development Department will launch new works under “Mera Khet-Meri Mati Yojana” throughout the month. A month-long drive will also be undertaken to launch Sudoor Gram Sampark Evam Khet-Sadak Yojana in remote villages.
The Forest Department will distribute sanction-letters and saplings to farmers on payment from Krishi Kranti Raths. District level Agriculture Science Fair and Exhibitions and development block level agriculture symposiums will also be held.
Two-fold increase in area under horticulture in Madhya Pradesh

Apart from increasing area under horticulture in Madhya Pradesh, modern technology is also being promoted in the sector. Agro industries are being promoted for economic empowerment of farmers. For this, Horticulture & Food Processing Department was constituted in year 2005 by merging Horticulture & Farm Forestry Department and Agro Industries Development Corporation. This is the reason that area under horticulture in the state has increased from 5 lakh 17 thousand hectare in year 2004-05 to 14 lakh 66 thousand hectare. This amounts to 183 percent increase compared to 2004-05.
Yield and distribution of high quality horticulture plants and hybrid seeds of vegetables, spices, medicinal and aromatic plants has increased constantly. Total horticulture production in the state was 40 lakh 62 MT during year 2004-05, which has risen by 477 percent to 234 lakh 55 thousand MT now.
Fruit area has gone up in 10 years from 48 thousand hectares to 2 lakh 10 thousand hectares. This is 337 percent increase. Similarly, production of fruits has also increased by 460 percent during 10 years to 57 lakh 81 thousand MT now compared to 10 lakh 32 thousand MT in year 2004-05.
Vegetables area has also increased by 235 percent. It was one lakh 85 thousand hectares in year 2004-05, which has increased to 6 lakh thousand hectares. Yield of vegetables in the state has also increased by 390 percent from 26 lakh 21 MT ten years ago to 128 lakh 41 MT now.
Area of spice has also increased considerably. It was 2 lakh 66 thousand hectare, which has increased by 108 percent to 5 lakh 54 thousand hectares. Yield of spices has also increased by 1243 percent in Madhya Pradesh. It was only 3 lakh 15 thousand MT 10 years ago, which has increased to 42 lakh 33 thousand MT now.
During the last 10 years, area under floriculture has also been increased. It was only 2 thousand hectares in year 2004-05, which has increased to 17 thousand hectares, which is a whopping rise of 19 thousand 800 percent. During year 2004-05, only one thousand MT flowers were produced, which has increased to one lakh 99 thousand MT.
Area under aromatic and medicinal plants was 16 thousand hectare in the previous decade. It has risen to 64 thousand hectares now. This is 300 percent increase. Production of these plants has also increased by 331 percent from 93 thousand MT in year 2004-05 to 4 lakh 01 thousand now.
More trouble for Scindia School, restaurant owner alleges son was ragged by seniors

Even as Bihar co-operative minister’s son is recuperating at Apollo Hospital, New Delhi after being ragged by seniors at Scindia School Gwalior, another restaurant owner from New Delhi has alleged that his who studies in the same school, was ragged.
The parents of the class IX student have alleged that the seniors were torturing their son for the last one and a half months and the student finally narrated his ordeal to the parents a few days ago.
According to the allegations, a class X student forced the boy to bring food for them from the mess. When he declined to obey orders, he was harassed by the senior and one of his classmates.
For security of his son, the restaurant owner has not revealed his identity to the media but he added that he had handed a complaint to the school administration on Monday, however, they did not take it seriously.
Meanwhile, Adarsh is recovering fast at the Apollo New Delhi. His family has assured the Gwalior police that Adarsh would offer a statement as soon as physicians allow him to do so.
The Scindia school could plunge into further trouble after Adarsh offers his statement to the police.

A ‘home’ away from home? Now, prisoners in MP jails enjoy hot chapatis

In a first, jail superintendents have ensured that all inmates in MP jails are served hot, ballooning rotis just a month after an order was issued to them from the jail headquarters to make requisite arrangements for prisoners.
Deputy inspector general (prisons) RS Vijayvargiya said inmates would often create a ruckus over stiff rotis which are difficult to chew. "Superintendents were asked to send a compliance report by September 5, which has been followed," he said.
According to a report in Times of India, earlier, chappatis were made in bulk before distribution in prisons across the state. Now, a special wooden box lined with thermocol has been designed. Rotis are wrapped in silver foil to keep them warm till it's served in cells. Over 4.56 lakh rotis are rolled out for jails in state every day.
The wooden box hammered out along lines of a casserole was manufactured at the carpenters' unit in the prison. Jails which lack this facility have been handed out these boxes from the woodwork assembly line of other jails.
Jails in state, particularly in major cities, including Bhopal house several high-profile businessmen, politicians and senior government employees, who are behind bars on various charges. Jail officials were quick to mention the new arrangement had nothing to do with alleviating the pain of VIP jailbirds.
The menu is fixed. Each prisoner gets six rotis in lunch and six for dinner. And the food is prepared in the prison kitchen.
There are 11 central jails, 78 sub-jails, 32 district jails and one open jail in Madhya Pradesh, which houses around 38,000 criminals. The total capacity of jails in MP is around 27,000, which means that it is overcrowded by 11,000 prisoners.
Industrial infrastructure developed in over 8990 hectares in state

Industrial infrastructure has been developed in over 8,990 hectares in Madhya Pradesh by Audyogik Kendra Vikas Nigam (AKVN).
Indore-Ujjain
AKVN has developed about 3,767 hectares in Indore and Ujjain areas. These include Pithampur, Khera, Meghnagar, Ujjain, Dewas, Maksi and Jagarkheri. In these areas, 267 major and 1243 small industries have been set up. Food parks, special economic zones, apparel parks, IT parks, inland container depot (ICD) have been constructed under special industrial infrastructure.
Bhopal
AKVN has developed 1,350 hectares in Bhopal including Mandideep, Pilookheri, Babai and Piparia industrial areas. ICD, food park, multi-purpose industrial area and IT park have been constructed under special industrial infrastructure.
Gwalior-Sagar
In Gwalior-Sagar area, 2,421 hectares have been developed at Malanpur, Ghirongi, Banmor, Chainpura, Siddhgawan, Pratappura and Purena. As many as 40 major and 326 small industries have been established. Food park, stone park, multi-purpose industrial area and IT park have been constructed under special industrial infrastructure.
Jabalpur
In Jabalpur division, 16 major and 135 small industries have been established in 1,312 hectares by AKVN at Jabalpur’s Borgaon, Maneri and Lamtara and Katni industrial area. Here, food park, stone park and IT park will be set up.
Rewa
In this division, AKVN has set up 8 major and 102 small industries in 241 hectares. Rewa, Baidhan, Maihar, Nandan Tola etc. areas are being brought on industrial scenario. AKVN is developing multi-purpose industrial zones in these areas.
CM announces relief aid of Rs 5 crore for flood hit J&K

Madhya Pradesh Chief Minister Shivraj Singh Chouhan on Monday announced an aid of Rs five crore for flood-ravaged Jammu and Kashmir.
"Our brothers and sisters of J&K are facing unprecedented hardships due to floods. MP pledges immediate assistance of Rs five crores for relief," the Chief Minister said in a tweet.
Chouhan also appealed to the people of Madhya Pradesh to contribute generously to help the people of Jammu and Kashmir.
"I appeal to all citizens of MP to come forward and contribute to the relief effort in J&K. As countrymen we shall stand firmly together," the Chief Minister said in another tweet.
End of Atal-Advani era? MP BJP posters have no place for these veterans

Just ten days after Atal Bihari Vajpayee, LK Advani and Murli Manohar Joshi were dropped from the BJP's Parliamentary Board, the party veterans were dropped from the MP BJP posters, a report published in TOI said.
BJP patriarchs Atal Bihari Vajpayee, LK Advani and Murli Manohar Joshi were axed from the party's Parliamentary Board on August 26 and now they they have disappeared from the posters at Madhya Pradesh BJP's working committee meet too.
The party's state unit on Saturday had convened a meeting to apporve the appointment of its newly inducted state party president Nandkumar Singh Chouhan. When the meeting began, the party workers found the banner on the dais with pictures of just PM Modi and CM Shivraj Singh Chouhan.
Also, the posters had no mention of BJP's current president Amit Shah.
All thermal power plants in MP have received coal: Piyush Goyal

Union Power, Coal, New and Renewable Energy Minister, Piyush Goyal on Sunday said that Madhya Pradesh has received the total coal as per its share and not a single thermal plant is left where the fuel has not reached.
"Not a single plant was left where the allocated coal has not reached in Madhya Pradesh," the Minister told reporters while interacting with journalists of 13 states simultaneously through video-conferencing facility.
Goyal admitted that there is a shortage of coal in the country and due to less rainfall even the generation of hydro power was reduced in the country.
He said that there is shortage of gas in the country and therefore, it is not possible to set up even gas-based power plant. But despite it, Centre would work out a 360 degree angle to ensure generation of power through conventional and non-conventional energy sources.
Referring to Madhya Pradesh, he said he had a discussion with Chief Minister Shivraj Singh Chouhan and came to that there is a paucity of coal in Vindhyachal and at the Sanjay Gandhi Thermal Power Plants, not because of short supply, but due to excess generation of energy at the plants.
He said he was sure that there is no thermal power plant in the state where definite quantity of coal has not reached.
Out of the total allocation of coal to Madhya Pradesh, 96 per cent was provided to the power plants.
2 more cubs of white tigress, Royal Bengal tiger die at Kamla Nehru Zoo

Two more cubs, born after mating of a white tigress and a Royal Bengal Tiger here at the Kamla Nehru Zoo, died on Sunday, zoo officials said.
Four cubs were born on September 5 by successful mating of a white tigress, called Shivani, and a Royal Bengal Tiger for the first time in any zoo of Madhya Pradesh. One of the cubs had died on the same day.
"The tigress had lifted up the cubs by her mouth in a wrong manner and her tooth injured them," Zoo in-charge Dr Uttam Yadav, told PTI.
The fourth cub also suffered injury at the neck while the mother tried to lift the cub, Yadav said, adding, the new born was shifted to veterinary hospital. The condition of the cub is also critical, he added.
Chambal crocodiles turn maneaters as river runs out of fish

Facing shortage of fish in National Chambal Sanctuary, crocodiles have turned man-eaters, killing at least five people since December. Located on the banks of Chambal river, crocodiles silently lurk in the water, becoming a threat to the lives of the villagers. Due to the depletion of fish count in the river, these giant reptiles now make local residents their prey for survival.
Chambal river, which is home to 35-40 crocodiles, has Bihar, Kheda Rathore, Bhitauli, Birampura, Ranipura, Patharra, Mahuasundha, Lalpura and Bhareh villages on its 180 kms long banks.
According to a report published in Times of India, on July 21, a 16 ft long crocodile killed Pradeep (12) in Patharra village located on the banks of river Chambal in Bhareh. The boy had gone for a bathing with his friends, when the crocodile dragged him into the river. Angry villagers staged protest and demanded protection and compensation for family of the boy.
"The areas come under National Chambal Sanctuary, which is a protected zone. There are reports of crocodiles attacking people and cattle in and around these villages. Fresh attack cannot be ruled out. We have warned the residents not to venture into the river and adjoining water bodies, desist from grazing cattle close to water sources," Suresh Chandra Rajput, forest ranger, National Chambal Sanctuary, Etawah, said.
Locals said that the reptiles spotted on Chambal banks in Patharra and Bhareh villages are around 14 to 16 feet long.
During rainy season, crocodiles remain in the river. Only when water sources go dry, they venture into human habitations in search of food.
In March this year, Ram Prakash of Bithauli who went close to the river was mauled by a crocodile. He died due to excessive bleeding. In another incident, Dharam Pal of Kheda Rathore was dragged into Chambal river. He too had gone for cattle grazing near the river. Umesh of Beerampura and Mukesh of Ranipura were killed by reptiles.
After ghariyal and crocodile conservation programmes in the National Chambal Sanctuary, the habitation corridor of crocodiles is getting squeezed. Due to rampant illegal fishing practice in the sanctuary, the reptiles encounter shortage of food. It turns the reptiles into maneaters, according to Rajiv Chauhan, secretary, Society for Conservation of Nature.

The Madhya Pradesh chief minister has said that he will himself talk to complainants calling the CM Helpline 181 and would seek information about disposal of the complaints registered by the public.
Reviewing functioning of CM Helpline 181 for disposal of complaints on Friday, Chouhan said that telephone lines and staff will be increased at the call centre.
For more effective functioning of 181 Service, services of prominent departments as nodal officers will also be availed so that information sought by people and status of complaints can be known quickly.
Reviewing nature of complaints received by 181, the chief minister directed departments for institutional reforms so that number of complaints of particular nature is minimised gradually.
The Chief Minister directed heads of departments to act promptly on complaints and make complainants aware of disposal’s status. Directing to provide number, nature and analysis of complaints regularly to collectors, Chouhan said that this will help in chalking out a strategy for disposal of complaints of particular nature.
He said that it will also be helpful in evaluating workings of government departments. It will prompt departments to streamline their working drawing lessons themselves. He said that this will also facilitate to know as to complaints of which nature are being received maximum and concerning department will be in readiness to solve them.
The meeting was informed that arrangement of 300 seats will be made in the call centre so that maximum calls can be entertained. It was also informed that at present 3000 calls are being received daily. Of these, maximum calls pertain to information about beneficiary-oriented schemes and remaining relate to individual complaints against government staff.
Gwalior: Government school's roof crashes ahead of PM's Teachers' Day speech

Gwalior: The new roof of a government school building suddenly collapsed on Friday morning before children were supposed to watch Prime Minister Narendra Modi's address on the occasion of Teacher's Day.
The incident took place around 10 am in the Janakganj area of the city when the roof of a hall of a new building, where arrangements were made for the live telecast of Modi's interaction with children on the occasion of Teacher's Day, suddenly collapsed only few hours before students arrived for the programme.
"Luckily there was nobody inside the hall when the roof suddenly collapsed," school principal LS Tyagi told reporters.
"We made all arrangements inside the hall for the Prime Minister's address and kids were supposed to arrive in the school for it by noon, but the roof collapsed before they reached due to which a major mishap was averted," he said.
The principal said that he immediately informed District Education Officer Mohar Singh Sikarwar and officials of the Gwalior Municipal Corporation.
Gwalior Collector P Narhari said that he has asked for a technical specification report of the collapsed structure to know the cause behind the incident.
MPPEB scam: IAS officer’s husband and former MP let off

IAS officer's husband who is also a Congress leader and former MP from Dhar, Surajbhan Singh Solanki was, reportedly let off by the STF despite his name cropping up in the MPPEB scam. Same was the case with the former CM Uma Bharti.
According to a report in Times of India, the issue came to light when STF presented its charge-sheet against two persons in the scam scam before chief judicial magistrate Pankaj Maheshwari on Tuesday.
Charge-sheet was filed against MPPEB's principal system analyst Nitin Mohindra and Layak Singh Kushwaha of Gwalior.
Reportedly, Kushwaha told STF that he met board's former exam controller Pankaj Trivedi at Surajbhan Singh Solanki's residence through Amit Pande, husband of senior IAS Ajita Bajpai Pande. However, neither Amit nor Solanki were questioned.
“Krishi Mahotsav” in state from September 25 to October 20

“Krishi Mahotsav” will be observed in state from September 25 to October 20 to facilitate direct dialogue between farmers and agriculture scientists on agriculture and allied sectors like animal husbandry, horticulture, fisheries etc. In year 2015-16, Krishi Mahotsav will be observed in April. During the event, various programmes will be held at district, development block and village levels.
Presence of ministers, MPs, MLAs and representatives of 3-tier Panchayats will be ensured in all programmes during the event. For various programmes, seminars etc, organising committees have been constituted at district, development block and village levels. Krishi Mahotsav programmes will be held under the guidance of these committees.
Krishi Kranti Raths will visit villages throughout month during the Mahotsav. Every Rath will visit 3 villages daily. The Rath will take sample of soil for testing and distribute benefits to eligible and selected patta holder beneficiaries. Works under Balram Talab Yojana will be launched. Staff of the Revenue Department will deliver copies of revenue documents at farmers’ doorsteps. Khasras and khataunis will be distributed in all villages. New milk producing societies will be formed throughout the month.

Teachers in Vidisha protest rape bid, demand ‘right to shoot’

As the whole country is celebrating Teachers’ Day, a few teachers in Vidisha are busy protesting and demanding gun licences to ensure safety of women. The outrage was the result of rape attempt by a local goon on a school teacher in Gyraspur village of Vidisha on Wednesday while she was on her way to school. The protests sparked off on Thursday and continued till Friday.
Under the banner of Azad Adhyapalk Sangh, the teachers handed memorandum to the district administration seeking gun licences for female teachers.
Keshav Raghuwanshi president Vidisha Shikshak Sangh said, “We have handed memorandum to the collector, SP and SDM, seeking support for treatment of the teacher and security for teachers.”
The victim has been referred for treatment in Bhopal, he said, adding that all the teaching fraternity would stand by the teacher as her family.
Meanwhile, angry teachers called the failed rape bid "an act that shames humanity". "When female teachers are not safe, how can we think of building a cultured society," they claimed. They further said they feel unsafe on their way to school.
Terming the recent incident as failure on the part of the administration, the teachers threatened indefinite bandh in case such an incident occurred again in future.
They also demanded President medal be awarded to the victim for showing exemplary spirit in fighting the accused. They claimed the victim showed courage as she confronted the goon Daulat Lodhi for almost 30 hours, before locals came to her rescue. As a result, she suffered injuries on her face, eyes and hands.
Meanwhile, CSP Nagendra Pateria said that Lodhi is a habitual offender and was arrested after the incident.

Two engineering students showcased an app they created for the benefit of farmers, during a competition organised by Accenture and yeahindia on Thursday. According to a report in Bhaskar, students Yash Aryan (Civil branch) and Monika Rajput (Computer Science branch) of IES College in Bhopal devised an app called FIMS application which would help farmers get timely updates on water supply required for irrigation purposes. It also has the system of allowing them to pay their water bills.
In the last leg of the national level 'Innovation Jockey season 3 Competition', FIMS was selected as one of the top six technological initiatives among 1,300 other ideas and it finally made its way through to the top as the competition came to a close.
The jury comprised Hari Vasudev (VP and Head of yeahindia, Deepak Ajwani (Deputy editor, Online Forbes India), Kiran Karnik (member, National Innovation Council) among others.
57,000 students from various colleges including IIT, NIT, DIMS had participated in the competition.
DAVV’s casual approach leaves martyr’s sister in tears

It seems a mountain of trouble has come crashing down on the sister of a martyr Sandeep Boriya as, while she is struggling to shoulder the responsibility of her parents after her brother's demise, she recently learnt that her result of bachelor of homeopathic medical science (BHMS) course has been delayed due to mistake on the part of Devi Ahilya Vishwavidyalaya (DAVV).
Sandeep Boriya died at avalanche-hit Dawar post of Gurez sector on Line of Control (LoC) in north-central Kashmir in February 2012.
According to a report in Times of India, after his death, Mamta Boriya, a student of Gujarati Homoeopathic College had flunked first prof exams and had applied for revaluation of a paper she could not clear. Surprisingly, the paper was missing from the revaluation bundle. After she lodged a complaint with the examination controller, it was retrieved.
With tears rolling down her cheeks, when she asked exam controller Anil Sharma how could the university be so casual, Sharma had no answer. The only thing he could do was to make attempt to pacify the girl with an assurance that her results would be announced in 24 hours.
Later, revaluation results were announced, but her name did not figure in the list of students. On Wednesday, anxious Mamta went to the exam controller to enquire about her result.
On her request, Sharma sought status of her result from Evaluation Centre only to learn that her answer book was among six answer books that could not be sent for revaluation in prescribed time limit. These six answer books were misplaced and were found later.
"Though second prof exam will begin in two days, I do not have result for first prof, " said Mamta and broke down. Mamta said her family is facing great hardship after the death of her brother.
"My parents have not recovered from the shock of my brother's passing away. My mother does not go out of the house and father remains ill. I have responsibility to run the family," she said, adding she was continuing her studies despite financial problems."
Integrated Child Protection Scheme

Grant for raising and protecting poor, destitute, orphan and rag picker children has been increased. Women & Child Development Minister Smt. Maya Singh informed that the recent decision will benefit 7000 children. This number of children is temporary. More needy children will also be provided benefit of this scheme from time to time.
The Women and Child Development Minister informed that Government of India has revised fiscal norms under Integrated Child Protection Scheme. The state government has also increased state share in the scheme. The cabinet decision in this regard will entail additional burden of Rs. 66 crore 54 lakh 33 thousand by way of the state share under the scheme during 3 years from 2014-15 to 2016-17.
The grant for providing food, lodging, clothes, education, training and health has been increased from 750 per month per child to Rs. 2000 per month. The amount spent on children’s bed has been increased from Rs. 500 to Rs. 800 per annum per head. Similarly, the amount given under foster care scheme has been increased from Rs. 750 to Rs. 2000 for the parentless children being brought up by relatives. Under sponsorship scheme, this amount has been increased from Rs. 1000 to Rs. 2000 per month if a child not having family or any relative is raised by any member of society.
Revision of fiscal norms will also benefit 667 contractual workers.
Under the scheme, 7 shelter homes are being run including infant, child homes, Juvenile Homes and Open Shelter Homes etc. Besides, foster-care and sponsorship schemes are also under implementation. All these institutions are benefiting about 7000 children.

Chief Minister Shri Shivraj Singh Chouhan met Prime Minister Shri Narendra Modi in New Delhi today and invited him to Global Investors Summit to be held at Indore from October 9 to 10. He was accompanied by Commerce, Industries and Employment Minister Smt. Yashodhara Raje Scindia.
Shri Chouhan said that objective of the summit is to attract investment in Madhya Pradesh and make investors aware about immense investment potential in the state. Presence of the Prime Minister on the occasion will create an atmosphere of confidence and encouragement among the investors, which will help in building a Swarnim Madhya Pradesh, Shri Chouhan added.
It may be mentioned that chief of ADAG Group Shri Anil Ambani, Shri Shashi Ruia of Essar Group, head of J.K. Tyres Shri Raghupati Singhania, Shri Anand Dhoot of Videocon and Shri Gautam Thapar of Anvanta Group have consented to attend the summit apart from 900 delegates and 100 distinguished citizens.
So far, 11 countries including Australia, Japan, Mexico, South Africa and Canada have also consented to participate in the summit. Some other countries have sent their consent for the same.

Google sends proposal to MP government for promoting internet usage among women

Promising a major fillip to digital literacy and IT skill development in Madhya Pradesh, IT giant Google has handed a proposal of IT training to the state government. A state government communique on Wednesday said that the company would train women for promoting internet. This training would be absolutely free of cost, it added.
The Google’s proposal aims at promoting internet usage among females in Madhya Pradesh.
The training will be imparted in both Hindi and English and will be meant for higher secondary students and teachers. Initially, the training will be imparted to 200 women in one group, two hours daily.
Accordingly, the Department of Higher Education has issued orders for making arrangements for training of 600 women in three groups at higher secondary school, auditorium or any college.
All the trainees will be given certificates by Google. The experts from Google will impart training on plasma screens.
Education officers have been asked to send proposals of training form different districts to the Directorate of Public Instructions (DPI).
Kailash Vijayvargiya camp further sidelined in state cricket association

After agreeing to a unanimous election for the Madhya Pradesh Cricket Association (MPCA) under pressure, the Kailash Vijayvargiya camp now has been completely sidelined after not being given representation by new committees formed by the association.
The MPCA executive body, led by former union minister Jyotiraditya Scindia, has selected as many as 27 committees that will shoulder responsibility of selecting players in different events.
However, Vijayvargiya and his aides were neglected in these committees.
On the issue, MPCA chief executive officer Rohit Pandit said that the selection is only done by the MPCA’s elected executive committee.
Former Union Minister Jyotiraditya Scindia was unanimously elected as Madhya Pradesh Cricket Association (MPCA) chairman and ex-BCCI secretary Sanjay Jagdale as president on August 24 after state Urban Development Minister Kailash Vijayvargiya's camp had decided not to contest the cricket body's biennial polls.
Sources claimed that sensing another defeat in the election, Vijayvargiya had decided to back out from MPCA elections at the eleventh hour.
In 2012 too, the Scindia camp had handed a crushing defeat to Viayvargiya group.
Sources also claimed that Vijayvargiya will now focus solely on holding his tight grip on Indore Division Cricket Association (IDCA), which he represents as the president.
MP Pollution Control Board’s shocking reply to an RTI query: Come to office, go through files

There seems to be no end in sight as far as the pollution related problems in the Shivraj-led Madhya Pradesh is concerned. According to a report published in TOI, MP Pollution Control Board (MPPCB) has no data pertaining to the action taken against under green laws or the number of MNCs operating in the state.
Seemingly ignorant about the pollution problems in the state, MPPCB in a response to an RTI query has said that if the applicant wants to know about the action taken against under green laws, he can come to the office and go through the files and seek information about any particular company, the report added.
Noteworthy, Gwalior is named among top four cities of the world with dirtiest air, according to a World Health Organization (WHO) study.
The RTI application was filed by activist Ajay Dubey.

Son of Bihar minister, who allegedly attempted suicide after ragging at Gwalior's Scindia School last month, regained consciousness at Delhi's Apollo Hospital on Tuesday.
According to a report in Times of India, a Gwalior police team would travel to Delhi soon to question him to find out whether he attempted suicide or somebody had tried to kill him.
ASP Mohammad Yusuf Qureshi, said, "We are trying to contact the boy's father. As soon as the boy is in a condition to speak, we will record his statement."
Scindia School principal Shamik Ghosh, who drew flak for allegedly hushing up the incident, visited the hospital to try and talk to the boy even as BJP's student wing burnt his effigies outside the school.
All-India Parents Association's Gwalior Chapter separately wrote to the Centre demanding withdrawal of the school's affiliation with CBSE.
The State Commission for Protection of Child Rights (SCPCR) wrote to the Gwalior collector P Narhari, seeking action-taken report on those guilty of hushing up the suspected suicide attempt.
SCPCR chairperson Usha Chaturvedi, said, "We have sent reminders to the collector and school management so that action could be initiated against those guilty of concealing facts."
The school management had last week submitted an affidavit to the collector, stating they would strictly adhere to CBSE guidelines and Supreme Court ruling on ragging. It said they had informed police immediately after the incident.

After 2 Dalit boys adopt Islam, 7 more from their family seek conversion

Seven more members of a family, in which two Dalit youths underwent conversion last week, sought to convert to Islam while Hindu organisations tried to convince them not to do so.
According to a report in Indian Express, Tularam and Maniram, were booked under the anti-conversion law, and seven family members turned up at the collectorate in Shivpuri with affidavits saying they want to convert to Islam and that they had not been offered money or anything else.
Collector Rajeev Dubey said that the nine persons were sent back and told to follow proper procedure for conversion. He said the law mandates application from those presiding over the conversion ceremony, and not the potential convert. The nine members told district authorities that they had already started practising Islam by offering namaaz.
While an additional district magistrate sent the nine persons back, the police detained them. SDOP (Shivpuri) SK Tomar said nobody was arrested and that police detained them only because their presence was turning into a law and order issue. He said arrests, if any, would be done by the Khaniyadhana Police Station.
The in-charge of Khaniyadhana station YS Jadaun, too, said nobody had been arrested. He said though there was no tension in the village, some family members were apprehensive about the conversion. The parents of the wife of Rajesh, Tularam’s cousin, took her home because they are against their daughter’s conversion to Islam, Jadaun added.
Earlier, the district administration had not been able to trace Maniram Jatav, a resident of Chhirwaha, and his brother-in-law Tularam, a resident of Bukarra on Monday and had posted police in both villages as a precautionary measure.
Despite agreement in place, Indore-Dubai flight yet to see the light of day

The Indore-Dubai flight services are not ready to take off as the required approval from the civil aviation ministry is yet to be received by the state government, a report published in TOI said.
The two prominent UAE-based airlines, Air Arabia and Emirates, had recently signed an MoU with the Shivraj Singh Chouhan-led MP government to provide flights between Indore and UAE.
Both the airlines are expected to start their operations from Indore as soon as they get the required clearances from the respective authorities.
MP: State issues diktat to government schools on broadcast of Modi's Teachers' Day speech

Bhopal: The Madhya Pradesh government has warned of strict action against government schools which fail to broadcast Prime Minister Modi's address on Teachers' Day.
The Human Resources Development (HRD) Ministry has directed schools to stretch their schedule and show Modi's speech live to students on September 5.
Schools, however, say they will be forced to alter their schedules. Generally schools wrap up by 2 pm, but the PM's address will be telecast from 3 pm to 5 pm, which means the children will be forced to sit an extra two hours.
Jammu and Kashmir Chief Minister Omar Abdullah said it was not a good move.
"Listening to Modi's speech should be voluntary. It's not good to force children to listen to Modi," he said.
Third higher pay scale to government employees

A cabinet meeting chaired by Chief Minister Shri Shivraj Singh Chouhan here today decided to grant third higher pay scale to the government employees who have got benefit of only 2 promotion/time-bound promotion/time scale since appointment in government service and who have completed 30 years or more in service as on July 1, 2014 or thereafter. The decision will entail a burden of Rs. 418 crore on the exchequer.
Service period for third higher pay scale will be calculated on the basis of current service since assuming post after being directly recruited through competitive/selection test. The government servants who are eligible for time scale on the basis of service period and whose promoted post’s time scale pay scale/grade pay is less in accordance with service rules, their educational qualifications prescribed in service rules will not be considered for eligibility for time scale/pay scale.
Mukhyamantri Grameen Parivahan Yojana
The cabinet decided to implement Mukhyamantri Grameen Parivahan Yojana for making available safe and convenient public transport service in remote villages and tribal areas of the state. This will also help socio-economic growth in these areas. Under the scheme, those roads will be considered as rural roads which connect villages to the nearest main roads or with blocks/tahsils (except district headquarters). These roads may also include parts of main roads, but not more than 10 kilometers long.
The public transport vehicles to be plied on these roads will be given a specific colour for their unique identity so that they are not misused in other areas. Mukhyamantri Grameen Parivahan Sewa will be inscribed on both sides of the vehicles, which will be equipped with GPS. Lifetime motor vehicle tax will be realised for the vehicles of Mukhyamantri Grameen Parivahan Yojana at the rate of one percent. Permit will be issued for 5 years and additional motor vehicle tax will not have to be paid on renewal. For providing employment through this scheme, capital/interest subsidy will be given under “Mukhyamantri Swarozgar Yojana”. The Service will be monitored by a state-level committee. District/Regional Transport Officers will monitor the scheme at district level.
Karigar Samriddhi Yojana
The cabinet decided to implement Mukhyamantri Karigar Samriddhi Yojana for betterment of traditional craftspersons. Under the scheme, Technical Education & Skill Development Department will arrange training and certification of informally trained craftspersons. Under the pilot project of the scheme, first of all registered workers of Building & Other Construction Workers’ Welfare Board will be imparted training. Under the scheme, 5000 construction workers will be certified at a cost of about Rs. 3 crore. The scheme will first be launched in Indore, Bhopal, Sehore and Jabalpur districts. Craftspersons engaged in various skilled works for generations will benefit from the scheme and path of their prosperity will be paved.
Smart phones for students
As per Sankalp-2013, the cabinet decided to provide Smart phones for students taking admission in the first year in colleges under Higher Education Department. Students having 75 percent attendance till distribution of smart phones will be eligible for smart phones. Students of all government colleges will get this facility without any bar.
Revised Integrated Child Protection Scheme
The cabined accorded sanction to implement Integrated Child Protection Scheme for rag street, picker, beggar and destitute children’s rehabilitation in accordance with revised fiscal norms. Under the scheme, such children are provided overall protection and nourishment. At present, State Project Assistance Unit, State Child Protection Committee and State Adoption Resources Agency at the state level and Child Protection Committees, Children’s Welfare Committees, Juvenile Justice Boards and government and private juvenile homes exist in the state.
Under 12th Five-Year Plan, the Central Government has revised fiscal norms of the scheme from year 2014-15. The state government will have to bear additional burden of Rs. 66 crore 54 lakh 33 thousand as state share under the scheme during 3 years from year 2014-15 to 2016-17.
Posts sanctioned
For ensuring adequate staff in jails, the cabinet sanctioned creation of 10 posts of Deputy Superintendent Jail, 72 of Assistant Superintendent Jail, 389 of Chief Warder and 1340 posts of Warders. These posts will be filled up in 2 phases in year 2014-15 and 2016-17. Besides, sanction was also granted for new post of Assistant Director Fisheries and assistant grade-3, computer operator and other posts for his office in newly constituted Agar-Malwa district.
Apart from sanctioning regular posts instead of contractual teachers in 10 divisional residential schools of Scheduled Caste Welfare Department, the cabinet sanctioned creation of 303 posts of non-teaching and class-IV staff. The cabinet also sanctioned creation of 31 posts in Jiwaji University, Gwalior.
Two new tahsils
The cabinet decided to constitute Ghatigaon tahsil in Gwalior district and Mau tahsil in Bhind district. In all, 13 posts including one each of tahsildar and naib tahsildar, 5 of assistant grade-3 and other posts were sanctioned for newly constituted Ghatigaon tahsil. It will be headquartered at Ghatigaon. It will comprise 32 patwari halkas and 84 villages. Similarly, the newly constituted Mau tahsil will also comprise 32 patwari halkas and 84 villages. It will have staff on par with Ghatigaon.
Licence fee for government accommodations revised
The cabinet endorsed the proposal to revise licence fee for government accommodations. The new rates will be applicable with effect from next month. Revision of the fee will be considered every 5 years. The fee for government accommodations at Bhopal will be applicable for accommodations at division and district-level government accommodations. The cabinet directed that Public Works Department should regularly maintain all types of government accommodations. Expenditure on maintenance should be made in proportion to type of accommodation to make them habitable.
Other decisions
The cabinet sanctioned amendment in Work Allocation Rules for transferring subjects pertaining to Madhya Pradesh Tirth-sthan Evam Mela Pradhikaran from Culture Department to Religious Trusts and Endowment Department.
The cabinet sanctioned Rs. 3.50 lakh for kidney transplant of Shri Usama Khan of Bhopal who is a gas victim.
The cabinet endorsed Chief Minister’s order dated July 22, 2014 for considering demands of recognised organisations.
The cabinet sanctioned pay scale of 5500-9000 instead of second higher pay scale to class III assistants grade-3 and telephone operators of Governor’s Secretariat.
The cabinet decided to relax the condition “land purchased after April 30, 1999” in the context of providing special rehabilitation package against land affected by additional submergence of first time tank level upto 262.13 meters of Indira Sagar Project.
The cabinet decided to allot 4.29 hectare remaining government land to Sasan Power Project at collector’s guideline rate of 2014-15.
24-year-old techie commits suicide in Indore

Indore: A 24-year-old woman software engineer, who was apparently suffering from depression, allegedly committed suicide at her house here, police said Tuesday. Deepa Radariya, originally from Mumbai and working at a software firm here for the last six months, yesterday hanged herself at her apartment in Ahinsa tower on MG Road, Tukoganj police station in-charge Dilip Singh Choudhary said.
The woman used to live in the apartment along with her colleague Sneha, he said.
Deepa used to get depressed even over small issues, the police officer said quoting her friend.
She was not keeping well for the last three-four days. Sneha wanted to stay at home to take care of her, but Deepa forced her to attend office, he said.
Yesterday, when Sneha called Deepa from office, the latter did not respond.
Later, Sneha reached home and when her friend did not open the door even after repeated knocking, she called the neighbours who broke open the door and found Deepa hanging, Choudhary said.
The software professional was immediately rushed to hospital where she was declared dead, he said.
A case has been registered and a detailed investigation was on, the police officer added.
Modi@100: 10 ‘gifts’ that promise ‘acche din’ to poll-bound states

A look at Narendra Modi government's journey as it completes 100 days in office, reflects how it has made conscious efforts to deliver on its 'achche din' promise in particularly four states in the country, keeping in mind the upcoming Assembly elections.
Modi's sabhas after being elected the Prime Minister have been concentrated in poll-bound states of Maharashtra, Jammu and Kashmir, Haryana and Jharkhand.
Also, his focus in speeches during these sabhas has been to instill faith in the people of the region that his government is working diligently to fulfill their promise.
Let's take a look at the various projects Modi has approved for these states after assuming office:
Jandhan Yojana:
On Independence Day this year, Modi announced 'Jandhan Yojana' which is aimed at eradicating financial untouchability by providing bank accounts to the poor.
Under the scheme, account holders will be provided zero-balance bank account with RuPay debit card, in addition to accidental insurance cover of Rs 1 lakh. Those who open accounts by January 26, 2015 over and above the Rs 1 lakh accident, will be given life insurance cover of Rs 30,000.
Moreover, six months of opening of the bank account, holders can avail Rs 5,000 loan from the bank.
Notably, crores of people are below poverty line in Jammu and Kashmir, Jharkhand and Maharashtra and hence, the hurried implementation of Jan Dhan Yojana seems to be aimed at wooing the people of these states to vote for BJP in the assembly elections.
If the scheme continues to run effectively for six months from now, it will uplift the state of poor people in these election-bound states, thereby resulting in considerable votes for the Modi government.
Sansad Aadarsh Gram Yojna
Narendra Modi announced the Sansad Aadarsh Gram Yojna in which he asked parliamentarians to choose one village each from the constituencies that they represent, fix parameters and make it a model one by 2016. The blue print of this scheme will be declared on October 11, the birth anniversary of Jaiprakash Narain. As this scheme particularly focuses on revamping villages with a population of 3,000 to 5,000 people, states like Jharkhand, Uttar Pradesh, Uttarakhand, Chhattisgarh are likely to benefit the most as villages here are the most backward in the country.
Power projects:
Keeping its promise of working in the power sector in the party manifesto, BJP announced major power projects, all of which, predictably, are concentrated in states where elections are scheduled.
Modi inaugurated hydro-power projects for Kargil and Leh, he also laid the foundation stone of a 349 km transmission line in Leh.
Earlier, Union power minister Piyush Goyal had given nod to two hydro-electric projects in Baramullah region.
A 1,000 mega-watt super thermal power plant was gifted to Maharashtra's Vidarbha region by the Modi government. Meanwhile, work has already started on Jharkhand's 1740 megawatt North Karnpura super thermal power plant.
Farmers' loan waiver
Raking up the issue of suicides by farmers because of heavy debts and "lack of support" from the erstwhile government and banks, Modi announced Rs 60 crore loan waiver for J&K farmers.
Roads construction
The Prime Minister announced Pardi flyover in Maharashtra and also laid foundation stone of four-way lane on the Kaithal-Siwani-Rajgarh route in Haryana.
He promised Rs 8,000 crores for road connectivity in Jammu and Kashmir and vowed to end corruption there.
Katra train for J&K:
Modi, along with Railway Minister Sadananda Gowda, Governor of Jammu & Kashmir, NN Vohra, J&K CM Omar Abdullah, flagged off the first train (Shri Shakti Express) to Udhampur from Katra Railway Station.
Natural gas pipeline:
The Prime Minister announced natural gas pipeline between Jagdishpur in Uttar Pradesh and Haldia in West Bengal at an estimated investment of Rs 10,000 crore, which would benefit Jharkhand largely.
The 2,050-km pipeline, expected to be ready in two years will pave the way for setting up of CNG/pipe gas networks in 17 major cities of eastern India, including Allahabad, Varanasi, Patna, Ranchi, Kolkata, Dhanbad.
Special Economic Zones:
Modi inaugurated the Pune-Solapur highway ahead of assembly polls in Maharashtra. Modi also inaugurated a port based Special Economic Zones (SEZ) in Navi Mumbai. The SEZ at the Jawahar lal Nehru Port is estimated to be worth Rs 4000 crore.
Metro rail:
Known to have influence in Vidarbha region, BJP announced Nagpur Metro rail project.
Bargi to be made national project: Union WRD Minister Sushri Uma Bharti

Union Water Resources Development Minister Sushri Uma Bharti has said that Bargi project of the state will be made a national project. She praised Chief Minister Shri Shivraj Singh Chouhan for efforts to save Narmada from pollution. She said that Madhya Pradesh’s increase in area under irrigation is astonishing. Chief Minister Shri Shivraj Singh Chouhan said that intensive plantation will be undertaken on both banks of Narmada. An integrated time-bound scheme for cleaning and conservation of this holy river will be sent to the Centre.
Chief Minister Shri Chouhan and Union Minister Sushri Bharti participated in a high level meeting to resolve pending issues of Madhya Pradesh and Chhattisgarh pertaining to water resources department NVDA. Water Resources Minister Shri Jayant Malaiya and Minister of State for Narmada Valley Development Shri Lal Singh Arya were also present on the occasion.
Chief Minister Shri Chouhan said that Narmada Parikrama Path has been planned without harming environment. A preliminary scheme costing Rs. 1600 crore has been chalked out to prevent polluted water from falling into Narmada. He said that Madhya Pradesh’s historic growth rate is the result of extension in irrigation facilities. Incomplete irrigation projects were completed and new irrigation projects started. Irrigation capacity was increased from 7.5 lakh hectare to 27 lakh hectare. Narmada-Kshipra Link Project was launched. The Centre has given in-principle consent to Ken-Betwa Project. This project will change economic scenario of Bundelkhand region. He said that Bina River Project should also be included in it. Complications of Accelerated Irrigation Benefit Programme (AIBP) should be simplified and the states which have completed incomplete irrigation projects should be sanctioned new schemes. Madhya Pradesh will extend every possible cooperation in completing irrigation projects in the state. Shri Chouhan lauded the Union Water Resources Ministry for solving problems of Madhya Pradesh and Chhattisgarh.
Union Water Resources Minister Sushri Uma Bharti said that innovations have to be made for extension of irrigation area. Sanction for new schemes will be given to the states which have completed incomplete irrigation projects. Concerning departments should chalk out a joint plan to cheek erosion. Commendable work has been done in Madhya Pradesh to save Narmada from pollution. Narmada is the least polluted river now. She said that saplings of only those species should be planted on both banks of the river which traditionally stood there and were conducive for environment. Tourism should also be included in the project. She said that permission to release treated water in Narmada should never be given.
Officers of Union Water Resources Ministry and senior officers of Madhya Pradesh and Chhattisgarh Water Resources Departments were also present.
Trust to be formed in Chitrakoot

Chief Minister Shri Shivraj Singh Chouhan apprised himself of causes of Chitrakoot incident at a meeting here today and directed officers that such incidents do not recur. Home Minister Shri Babulal Gaur, Chief Secretary Shri Anthony de Sa and DGP Shri Nandan Dube were present on the occasion.
The meeting decided that a trust will be formed in Chitrakoot. It was also decided to remove encroachments with mutual consent. A separate pathway will be constructed for those undertaking Parikrama by crawling. For preventing such incidents in future, an action plan will be chalked out for all religious places where Melas are held.
RTI activist questions appointment of ‘corrupt’ chief secretary

The BJP government in Madhya Pradesh seems to be heading for some fresh trouble on corruption as a RTI activist objecting to the appointment of Antony Disa as the Chief Secretary has lodged a complaint with the Lokayukta.
Referring to the recent advisory from the Supreme Court issued on August 27 in which the apex court had advised the Centre and the state government for refraining from appointing dubious and tainted officers on key post, the activist said that the Shivraj government seems not to be paying any heed to such advices.
In 2003, the then Lokayukta Fazanuddin had recommended action against the then commissioner MP Housing Board Antony Disa and had wrote to the government for initiating departmental enquiry against Disa after finding latter guilty of corruption, RTI activist Ajay Dubey said while referring to the information elicited through RTI.
“The State government rejected recommendation of the Lokayukta in 2010 and appointed Disa as Chief Secretary in 2013,” Dubey claimed.
Now the RTI activist had written a letter to the Lokayukta PP Naolekar, seeking action against Disa after reconsidering the matter.
The letter also has referred to other cases of corrupt officers in which the Lokayukta’s action did not confirm to the set norms.
The complainant has also targeted Congress in the same case involving Disa by claiming that leader Indrajeet Patel was also held guilty of corruption in the same case but no action has been taken against the former minister, which indicates that BJP and Congress are hand in gloves in such matters.
Dubey also claimed that Prime Minister Narendra Modi would also be briefed about the appointment of ‘corrupt’ Antony Disa as the CS in Madhya Pradesh.
“The evidences against Disa would be uploaded on the PM’s twitter account,” he said.
Madhya Pradesh: Man rapes class 8 girl, films act with help of a woman

Bhopal/Morena: A man was arrested for raping a minor girl, a class 8 student in Morena district of Madhya Pradesh. He abducted her with the help of a woman and also filmed the act, say reports.
The accused duo has been arrested, cops said on Sunday.
The duo was arrested yesterday by the police based on the victim's complaint, Kailaras police station in-charge Ajay Channa said.
The accused has been identified as Rahul Singh (19), who lured the girl to one Nagina's house where he sexually assaulted the minor girl and recorded the act.
He repeatedly raped her by threatening to circulate the video and upload it on the internet, said a senior investigating cop.
The girl, who is studying in Class 8, later narrated the ordeal to her mother after whom a complaint was lodged and the accused were arrested.
Police has seized the video clip of the act from the accused.
Ragging row: Have taken proactive steps against accused, says Scindia School

City-based Scindia School on Friday said that it has taken "proactive steps" against its three students and two faculty members allegedly involved in ragging Adarsh Kumar, son of Bihar's Cooperative Minister Jai Kumar Singh, following which he attempted suicide.
"The school has stringent anti-ragging policies and has a disciplinary committee consisting of the Principal, Vice Principal, four deans, Head of middle school and four senior faculty members. We have taken proactive steps against students and faculty involved in the incident," a statement issued by the school said.
This committee pro-actively investigates issues pertaining to ragging, it said.
"To investigate the matter relating to Adarsh Kumar, the school has set up a special committee consisting of the Principal, Vice Principal and an eminent citizen of Gwalior," he said.
Based on the findings of the Special Committee, the three students, found involved in the matter, were expelled from the school.
The housemaster, and the assistant housemaster, who were found negligent in this matter were debarred from duties, it said.
It also said that the school management is in the process of further strengthening its mechanisms pertaining to the Anti-Ragging Squad and Anti-Ragging Committee.
The school also clarified that it has not yet received any notice from CBSE on the issue as reported in the media.
"We have not received any notice from CBSE so far. We are committed to follow the rules and regulations as issued by the Board and will respond to the notice if served," a statement issued by the school said.
Here’s why dog menace will continue to haunt Indore residents

Talking about dog menace, there seems to be no relief in sight for Indore residents. According to a report published in TOI, there are about 50,000 stray dogs in the city and only 3,000 have been sterilised by the Indore Municipal Corporation (IMC) officials so far.
An average of 30 canines per day has been sterilized since May 2014, the report added.
According to IMC's Health Officer Dr Uttam Yadav, the corporation has given contract to a private firm for the sterilisation of dogs. And, the firm sterlises around 30 dogs a day hence it will take few years to sterilise all the stray canines of city.
Noteworthy, sterilisation of stray dogs in Indore was started by IMC from May 2014 after the High Court issued an order over PIL filed on increasing incidents of dog bites.
Send reports regarding human rights at earliest

Through a video-conferencing here today, Chief Secretary Shri Anthony de Sa has directed to take necessary action on the complaints registered in National Human Rights Commission. There are only 109 cases in Madhya Pradesh on which action has been taken, but report has not been sent. The Chief Secretary talked to concerning collectors, SPs and DIGs through video-conferencing from NIC Room at Mantralaya. DGP Shri Nandan Dube and Principal Secretary General Administration Shri K. Suresh were also present.
The Chief Secretary directed that reports about cases should be sent soon on which action has been taken, but report not sent. If supplementary report with additional facts has to be sent, must be done at the earliest. The collectors gave details of correspondence with the commission to the Chief Secretary.
The Chief Secretary said that if relief amount has been given to applicant or complainant, its details should also be included in the report to be sent to the commission. Shri de Sa also directed the department to ensure early action in cases pertaining to School Education, Health and Animal Husbandry departments.
National Commission’s Madhya Pradesh visit
A team of National Human Rights Commission will visit Madhya Pradesh from September 10 to 12. During the period, commission’s Chairman and members will hold discussions with districts on early disposal of cases. Necessary action will also be taken for early redressal of complaints at public hearing.

Shri Chouhan was addressing the concluding function of 53rd State Police Sports Competition at Motilal Nehru Stadium here today. He also stressed the need for stadium’s upgradation and renovation.
The Chief Minister said that sports competitions are very vital for growth in life. Games make body healthy. A healthy body is the medium of following all religions. Sports competitions inculcate winning habit and team spirit. Congratulating winners, the Chief Minister said that those who have lost should not consider it as their defeat. Constant efforts are needed for victory.
Shri Chouhan said that Madhya Pradesh police discharges its duties with conviction and hard work. It is capable of maintaining law and order in the state by taking strict action against miscreants and criminals. He said that the police personnel constantly work under extraordinary and adverse conditions. Therefore, it is necessary that all members of the force live like one family and help solve each other’s problems. They should not let anyone of them feel lonely. He said that he is always there to fulfil needs and solve all problems of police personnel.
Director General of Police Shri Nandan Dube informed that 576 players took part in the 6-day competition. From among participants, state’s team will be selected for National Games. Madhya Pradesh police has a glorious history in National Games winning 77 gold, 89 silver and 115 bronze medals. Additional DGP SAF Dr. Shailendra Shrivastava proposed a vote of thanks.
At the outset, Chief Minister Shri Chouhan took salute of players’ march-past and witnessed finals of 100 meter and 800 meter men’s races.
At the end, prizes were distributed to winners of various events.

Gwalior woman judge molestation: SC stays probe, issues notice to the accused HC judge

The Supreme Court issued notice to an MP HC judge against whom a Gwalior lower court judge has made a sexual harassment complaint. The court has asked for explanations from the accused HC judge within four days.
The SC also put a stay on the functioning of committee set up by Chief Justice of Madhya Pradesh High Court to look into the woman judge's complaint. A lawyer said the SC has given an interim order staying the order of MP High court.
Former Gwalior judge, who had accused a sitting High Court judge of sexually assaulting her, approached the apex court for a new panel to probe allegations against the HC judge.
The additional district and sessions judge in Gwalior said she was dissatisfied with the panel set up by the chief justice of Madhya Pradesh.
She also said, "As per the Supreme Court ruling, the committee comprising members of the MP High Court cannot conduct inquiry as the judge in question belonged to the same HC."
